Vaśyansar is a city in Sarosten Countyship, North Æonara. It is best-known as having been the seat of government and de facto capital of the Kiravian Remnant from AD 1938 to 1984, and the administrative capital of the reunified Kiravian Federacy until 1986.
During the Kiravian Civil War, the seat of the Federalist government moved about several times, and there were times when the different constitutional organs of the state were based in different cities. With the defeat of the Farravonian Counterrevolution and the final eviction of Federalist forces from Great Kirav in 1935, the seat of government definitively settled in Sirana, where the Rump Stanora, the Federal Consistory, and the Basswood Emperor had already been evacuated to. However, it did not take long for exiled Kiravian officials to form a consensus that Sirana was not suitable as an ersatz capital. The chief complaints were that the city was too overcrowded with refugees, too vulnerable to damage from Odoneru hurricanes and tropical storms, and simply too hot. This consensus reached all the way up to the Executive College, and Prime Executive Kæśek authorised the Secretary-General to produce a list of potential capitals. Vaśyansar won out in the end, likely because it was at a higher, cooler elevation in a protected upland valley, but still relatively close to the Sirana metropolis.
From 1938 to 1988, the city and its environs were governed as a separate province under direct federal jurisdiction, the District of Sarosten, named for V.R. Sarosten. In 1988 the District of Sarosten was abolished and its territory retroceded to the surrounding State of North Æonara.
The population and economy of Vaśyansar declined as the federal bureaucracy moved back to Kartika. The moving process itself was slow, in part because post-Kirosocialist Kartika was something of a dump and government functionaries balked at the prospect of living there.
There is still a significant federal government presence in the former capital. The Kiravian Patent Office is still headquartered there, as are the Kiravian Internet Organisation, Overseas Public Accounting Bureau, and Agricultural Property Office. Some agencies that should have left, such as the Federal Archives and the Defence Executive, appear to have never fully done so. Regional and provincial field offices of agencies such as the Federal United Taxation Authority, KirRail, the Ecological Integrity Agency, and the Federal Police, still inhabit some of the former buildings. The federal Sector Court of Appeals for Æonara has sat in Vaśyansar continuously since 1939. Moreover, some facilities, including network infrastructure as well as buildings, are maintained as a "backup capital" complex for continuity of government planning.
