With public pressure mounting and two states already having seceded from the organization, Deric States leaders decided to convene the [[Deric_States#Structure|Confederated Council of Dericania]] in [[2028]] to deal with the ongoing crisis. The Council, which had not met since 1988, convened in January of 2028 with the intention of preserving the union if possible. The Council instituted a series of reforms intended to keep the Deric States relevant, including the dissolution of a considerable part of its depreciated bureaucratic institutions. As "consolidation fever" swept [[Dericania]] in [[2029]] and [[2030]], concerns about the future status of [[Corcra]] became a major political issue both in Dericania and in the [[Levantine Union Diet]]. Although the state of Corcra primarily spoke Rhotian, since the time of the [[Holy Levantine Empire]] the city of [[Corcra (City)|Corcra]] was a multi-linguistic, multi-ethnic city which had served as the Empire's political center and the administrative center of the [[Levantine Union]]. Although nationalist sentiments never reached the point of violence, Rhotian national advocates argued it was the heart of Rhotian culture and could not be separated from the rest of the Rhotian state. Following negotiations with local authorities and the Rhotian Provisional Government, the Levantine Union Diet passed the Administrative Center Act in [[2030]]. The Act carved out two segments of the city, the historic "Imperial Quarter" and the "Foreign Quarter", into sovereign Levantine Union territory known as the Union District, governed directly by a committee of the Levantine Union Diet. The Imperial Quarter included the ancient historic sites as well as the administrative and government buildings of the Levantine Union, and the Foreign Quarter included the various consulates attached to the Levantine Union's administrative apparatus in addition to many of the homes of Union personnel. The reconstituted council, largely made up of the same individuals as before, pledged a "middle course" - preservation of the Deric States in some form even in a post-mediatization world. Popular attitutdes in both nations generally regarded the other with warm feelings, and so a special bond continuing between the two had broad support. As a two-member organization would be quickly sidelined in the name of more direct bilateral relations, this middle course was partly predicated on the idea of reincorporating [[Hollona and Diorisia]], and possibly even [[Burgundie]] into the organization, creating a form of [[Dericania]]-wide cultural organization. On 17 January 2032, the [[Deric_States#Structure|Confederated Council of Dericania]] met for the final time and voted unanimously to dissolve the Confederation of the Estates and Principalities of Dericania and to divide its assets between the two remaining member states and the [[Levantine Union]].
