There were also non-voting members, which were Jakee and Rigo ("IxPetty Nobility") and Helvi, who was invited on an ad hoc basis. There were rules for meeting and quorums. As you can tell, this is an extremely rigid and convoluted system, but it basically gave formal legitimacy to the de facto situation.
