The Protocols Act of 2023 is an act of the Conshilía Daoni which changed the relationship between Urcea and full members of the Nysdra Sea Treaty Association (NSTA), which was also amended to reflect the Protocols Act. The Act, which amended the Diplomatic Law and the Foreign Dependencies Law, allows the Ministries of the Conshilía Purpháidhe to directly interact with full members of NSTA without need of diplomatic protocol or use of the Ministry of State as an intermediary. Criticism

The Act was subject of significant criticism from the Social Labor Party and, which characterized the Act as a "clear signal of Urcean imperialism, presuming that our Ministries may directly govern other nominally sovereign states". All members of the Social Labor Party voted against the measure. The Bedrock Movement was strongly in opposition, rallying a 65,000-person protest in Urceopolis on March 6th, 2023. After the Pachoy Rebellion, the Act was seen by Urceans as among the most egregious examples of Urcean behavior in the Nysdra region, and in early fall 2032 there were widespread calls for its repeal.

Repeal

The Protocols Act was repealed by the Protocols Act of 2032 in the aftermath of the Pachoy Rebellion. The 2032 Act restored the central role of the Ministry of State in interacting with the members of NSTA with the exception of the Department of National and Institutional Development and Agency for Cronan Economic Development.
