The land that would become South Amboy was historically the territory of the Chesequaki tribes, which also encompassed what is now the Perth Amboy Joint Security Area and parts of the Human Development District, Canal Zone Territory, and Tribal Agency Below Canal. The Chesequaki had historically mixed relations with their neighbours and linguistic relatives the Chappaqui, which fluctuated over time between hostility and alliance against nearby rival groups.

South Amboy follows the Governor-Council-Conference model of government used in most other Kiravian territories. Executive power is exercised by an Executive Council (Vekturikovar) chaired by the Governor-Resident, who additionally holds a number of prerogative powers which can be exercised independently of the rest of the Council. The Executive Council may also legislate for the territory when the Legislative Council is out of session or under suspension.
