In response, Chief Kauap'aua called for all the island chiefs to meet in Oaroa, where he discussed uniting the islands into one kingdom. During the pivotal gathering, Kauap'aua addressed the assembly of chiefs, advocating for a collective response to the situation at hand. Initially met with skepticism and reluctance, Kauap'aua's proposal of a united archipelago faced resistance from island chiefs who were accustomed to the prosperity and autonomy of their independent, isolationist states. The archipelago had thrived in a state of relative self-sufficiency, each island enjoying its own governance and resources.
