The manifesto has been crafted by over 300 experts in space engineering, international relations, international law, and many advisors from the various areas that this organization encompasses. All experts, except the organizer, [[Francisco Santo Vera]], have come from private backgrounds, reflecting Vallejar's commitment to neutrality in the realm of space.

This manifesto was personally commissioned by King [[David II of Alhama la Nueva]], seeking to represent the various challenges and objectives envisioned in uniting different independent states under a common goal. It also reflects the inevitable human need to collectively strive toward goals that have been set for centuries, even millennia. This manifesto stands as a representation of that great objective they aim to achieve.
