The Tulcea Treaty Organisation (TTO), officially the Treaty of Friendship, Cooperation and Mutual Assistance, commonly known as the Tulcea Pact, is a military and economic alliance between ten Sarpedonian nations. It implements the Tulcea Treaty signed in 2035. The TTO stipulates an agreement of collective security; in which the defence of one is the concern of all, therefore committing to a system of collective response to external threats. The official headquarters of the Tulcea Pact remains in Tulcea, Valcenia, as do its functional headquarters, the seat of the Combined Staff and the Southern Council.

Although the Tulcea Treaty Organization can draw its roots from a series of informal security partnerships across Sarpedon, the alliance was formally created in 2035 in the wake of the Assumption Accords that ended the Occidental Cold War. Stipulations of the Accord saw the Levantia and Odoneru Treaty Association (LOTA) retreat from Sarpedon, forcing Valcenia to withdraw from the organization. Seeking to ensure the continued security of southern and central Sarpedon, representatives from the nations of Valcenia, Pelaxia and Nolis met in the city of Tulcea to discuss the creation of a new Sarpedonian military alliance, signing the Tulcea Treaty on April 7. The mutual defence provisions of the treaty were implemented on June 11, with the foundation of the Tulcea Treaty Organization. Since then, eight other nations, namely Pelaxia, Dyamenes, Eshel, Rionnio, Asteria, Yytuskia and Orentsia have become signatories to the defence component of the Tulcea Treaty.

The Tulcea Pact is widely regarded as the “alliance of the south”, as it is the primary security pillar of the largely secular republics of central and southern Sarpedon.

The TTO Command Structure

TP’s Command Structure (TPCS) is the backbone of the TTO. It is composed of permanent multinational headquarters at the strategic, operational and component levels of command, distributed geographically and commonly funded. It offers the opportunity to all Allies to participate in, and contribute to, the command and control of all Alliance operations, missions, and activities across all military domains. At the end of 2018, TP Allies reformed the TTO Command Structure to create a robust, agile, and efficient command system. These changes focussed on ensuring that TP forces remained fit for purpose and improved TP’s ability to deploy forces on operations, reflecting the security environment of that time. Today, TP maintains personnel in 4,200 posts across four commands. The reforms also improved the TPCS’s operability with the TP Force Structure (TPFS). The TPFS is a distinct pool of Allied national and multinational forces and headquarters placed at the Alliance’s disposal on a permanent or temporary basis.

Responding to Emerging Challenges

Today, TP faces the greatest security challenges in a generation—including terrorism, cyber and hybrid threats and a more assertive Levantia. During the Konstandina Summit in 2018, TP Allies agreed to review the Command Structure, so that it continues to meet the challenges of a complex and evolving security environment. In 2018, TP Defence Ministers agreed on an outline for future work to adapt the Command Structure. Key elements include:

A Western Command for the Kindred to ensure that sea lines of communication between Sarpedon and Crona remain free and secure

A Central Command to improve the movement of troops and equipment within Sarpedon

A Eastern Command to to ensure that sea lines of communication between Sarpedon and Levantia remain free and secure

A Northern Command to ensure the co-operation and partnership of the pact's Levantine members

Reinforcing logistics elements across the TPCS in Sarpedon

And a new cyber operations centre to strengthen cyber defences and integrate cyber capabilities into TP planning and operations

After the inclusion of Yytuskia and Orenstia as full members, General Íñigo Boda Carrillo stated that the organization was planning to establish the Northern Command in Levantia.

Current organisation of the Command Structure

TP’s Command Structure is under the authority of the Military Combined Staff, TP’s highest military authority headed by the Chief of the Combined Staff. The NCS consists of two strategic commands: Allied Command Operations (ACO) and Allied Command Transformation (ACT).

ACO, under the command of the Supreme Allied Commander Sarpedon (SACSAR), is responsible for the planning and execution of all TP military operations, as directed by the Southern Council. ACO consists of a strategic-level headquarters, the Supreme Headquarters Allied Powers Sarpedon (SHAPS) located in Konstandina (Valcenia), along with two Joint Force Commands (JFC) in Albalitor (Pelaxia) and Delos (Asteria), each of which is capable of deploying up to a major joint operation capable headquarters out of area. ACO is further organised into three major tactical-level commands for air, land, and sea operations, each with a dedicated headquarters.

ACT is at the forefront of TP’s military transformation. It is under the command of the Supreme Allied Commander Transformation (SACT), who exercises his responsibilities from headquarters in Albalitor. ACT‘s main responsibilities include education, training and exercises, and promoting interoperability throughout the Alliance. ACT also helps maintain and strengthen the vital transatlantic link between Sarpedon and Eshel and promotes the equitable sharing of roles, risks and responsibilities among Allies. ACT operates the Joint Analysis and Lessons Learnt Centre in Yesak (Eshel), the Joint Force Training Centre in Schovinrade (Yytuskia), the Joint Warfare Centre in Karasjok (Orenstia) and the Joint Tropical Warfare Center in Pelaxia.

Initiatives

Sarpedon Partnership for Peace

The Sarpedon Partnership for Peace is an effort with the Levantine Union Defense Council to ensure peaceful cooperation and oceanic trade security between the members of the Levantine Union and the Tulcea Pact.

TTO Partnership for Counter-terrorism

TP’s Counter-Terrorism Policy Guidelines focus Alliance efforts on three main areas: awareness, capabilities and engagement. A comprehensive Action Plan is being implemented to enhance TP’s role in the international community’s fight against terrorism. TP has a Terrorism Intelligence Cell at TTO Headquarters and a Coordinator oversees TP’s efforts in the fight against terrorism. A regional Hub for the West, based at TP’s Joint Force Command in Albalitor helps the Alliance anticipate and respond to crises arising in its southern neighbourhood. TP develops new capabilities and technologies to tackle the terrorist threat and to manage the consequences of a terrorist attack. The organization also cooperates with partners and international organisations to leverage the full potential of each stakeholder engaged in the global counter-terrorism effort.

Joint Readiness Program

As part of its readiness principle, the TTO conducts several periodical excercises:

GLADIUS Exercise GLADIUS is a Valcenia-led TP multinational exercise, held biennially. It is the largest deployment of TP forces with 400,000 soldiers deployed directly in Central Sarpedon.

SALACIA is held every three years during June and July from Agapornis Mayor, Pelaxia. It is hosted and administered by the Pelaxian Navy, headquartered at Agapornis Mayor, in conjunction with multinational naval elements involving around 250,000 active duty perosnell.

NORTHERN WEDDING is a TTO naval military exercise, designed to test TP's ability to rearm, resupply and support Levantine members.
