The Treaty of Opa-Loka was an agreement signed between Alpachnia on one hand and Daxia and Kiravia on the other. In addition to settling outstanding claims resulting from the Alpachnee War, the treaty also delineated large parts of Alpachnee territory to be "administered and governed on behalf of the Alpachnee people" by Daxia and Kiravia "in perpetuity". The Treaty provided that these territories would remain part of Alpachnee sovereignty but subject to governors, administrators, and any applicable policies by the Daxian or Kiravian governments, effectively separating them from the rest of the country.
