The Kiravian Organization of Water and Power (KOWAP) is a proposed continental water management scheme put forward by chairman of the Jade Resistance Movement, Abdūraxman Jadid in 1985, immediately after Kiravian unification. The plan envisions diverting water from aquifers and rivers in the Ximantav mountains through to inland provinces of Kiravia via a series of trenches and canals before being diverted to the headwaters of major rivers inside Kiravia, the project was estimated to be made up of close to 400 separate construction projects. Implementation of KOWAP has been brought up multiple times in the Kiravian Federal Stanora, with all of the three times the program was put to a vote being led by the Jade Resistance Movement, the largest and most vocal advocates of the program. Each time KOWAP was put to a vote however, it has failed to garner support with the highest amount of votes it ever received in favor being 12. KOWAP has received controversy over the years due to the array of environmental and economic issues that have been raised in response to the proposal.

The Plan

Budget

The technical and economic blueprint for KOWAP was developed by members of the Jade Resistance Movement with experience in relevant fields in 1985 and was presented the same year with their estimated budget, adjusted for inflation, being KFS 22.8 trillion or $5.7 trillion though costs were also predicted to possibly run over by as much as KFS 800 billion to 1.2 trillion or $200-300 billion.

Water Management

The plan proposed by the Jade Resistance movement would divert water from the three largest rivers in the Ximantav mountains, the McDickus river system with the Biggus, Thickus, and Whiggus rivers, and pumping water from the as of yet untapped Térunbuir reservoir, the water from these would be dammed into a 500 mi (805 km) long reservoir. A sub-section of the plan involves forming a waterway from the mineral rich Ximantav mountains through the Kiravian Great Lake Belt which would have the added effect of stabilizing their water level, the Jade Resistance Movement's proposal states that this would allow for easier transportation of minerals to already existing manufacturing bases. The rest of the water would be passed down to the central provinces of Kiravia providing additional flow to the Vağmar and Kaśinxon river systems and would then be transported over the hilly terrain of the Westen inland provinces it would have to encounter via a series of pumps that would be constructed. The water would then begin running south through a series of aqueducts with some of it being sent around the southwest and west in order to stabilize the large aquifer the region relies on. The primary path of the water would go east in order to assist in the water shortage issues faced by inland metropolitan areas and to increase flow to the Raijain river allowing greater development of agriculture in inland Kiravia.

The project would provide 75 million acre-feet (93 km3) of water to areas on the Great Kiravian continent. The original plans for the excavation of the project involved the use of Peaceful Nuclear Explosions as a method of excavation however this point has been quite contentious in debates on the project and the Jade Resistance Movement has not commented on their use if the project were to be put into effect in the modern day.

Power Generation

KOWAP is expected to be a major source of power generation if it were to ever be implemented due to hydroelectric and nuclear power stations set up due to the program (which would be required to power the multiple pumping stations for moving the water across the continent). Power generation due to KOWAP has been another subject of controversy in the program with no agreement on whether the project would be a net consumer or producer of power. The Jade Resistance Movement claims that after the needs of the pumping stations are met KOWAP would generate 60 to 80 million kilowatts of electricity. The initial power requirement of KOWAP has been estimated in the Jade Resistance Movement's original plan as being equal to 4 nuclear power plants and plans for the location of these plants being included in the plan to be built before the program begins.

Transportation

A subset of KOWAP is a waterway from the mineral rich Ximantav mountains to cities along the Kiravian Great Lake Belt with this waterway having the intended effect of providing cheaper minerals to already existing and developing manufacturing bases in Kiravia due to the Great Lake Belt cities being closer and able to provide cheaper transportation costs to their own manufacturing facilities and to inland Kiravia.

Enviornmental Impacts

One of the greatest controversies of KOWAP is the environmental impact that the project would have. The projects creation and implementation would require the creation of a large number of new reservoirs with many of the locations being in designated wilderness areas and two being in national parks. The creation of said reservoirs would destroy large swaths of wildlife habitats in Kiravia and require the relocation of hundreds of thousands of people, including the entire city of Frulenum. Additionally, KOWAP is expected to put as many as 8 different species of freshwater fish on the verge of extinction or drive them to extinction due to their primary rivers for runs being diverted or dammed off. KOWAP has been protested by many environmentalist and conservationist groups due to the predicted negative environmental impacts.

A part of KOWAP that was added later on, after the initial presentation of the plan was the flooding of the Yazshan depression and the creation of a large artificial island in the center of the newly formed lake. A development plan for the creation of a new capital city for Kiravia was included, called Altariv. The proposed artificial lake and artificial island would be made in inland Kiravia to as Abdūraxman Jadid put it "Put inland Kiravia back in the driver's seat." Other proposed infrastructure plans by the Jade Resistance Movement would place Altariv in a central position to heavily benefit it and the surrounding regions such as having it be central to the proposed high speed rail system, central to energy infrastructure proposed by the party, central to KOWAP, and more. The proposed budget to build the city is KFS 5.6 trillion or $1.4 trillion.
