He led a revolt against the central government in the 1990's over land disputes. The government's inability to suppress him led to the signing of the Rilayn peace agreements that legitimized his forces and granted him control of vast tracts of land in the southern governorates and significant autonomy to exploit them without any central oversight. He also joined the ruling Rusana Patriotic Alliance and became a significant powerbroker in the government. In 2025 he was elected to be Deputy Speaker in an election rumored to be plagued by bribery and intimidation of fellow deputies. Most ordinary Rusanis consider Malik el Sami to be a bandit and a warlord who has climbed to his present station through the use of force while members of the elite see him as indispensable to keeping the ruling alliance in power.
