The Cisionian offer is a conspiracy theory that posited that the government of Urcea created a repressed minority to goad Burgundie into chartering and funding a colony. The theory stated that Urcea would later take over since the Cisionians refused to swear fealty to Burgundie upon requesting a colonial charter.

The Cisionian ethnic minority in Urcea, came to the royal court of Burgundie in the 19th and 20th century in search of a colonial charter to create a city upon a hill, and beyond approach. They claimed that their identity as an ethnic minority (which was not recognized by the government of Urcea), and their religious practices were under attack by the Urcean state.

Cisionian emissaries are recorded to have approached the Burg royal court 14 times between 1853 and 1963 requesting a colonial charter. These requests were often rebuffed because it was not in Burgundie's best interest to even entertain the discussion. The one time that the court did grant the Cisionians an audience was during the '97 Rising. A colonial charter was seriously considered but the conditions were unacceptable to the Cisionians. Burgundie would offer the charter if the Cisionians would swear fealty to Burgundie and that 50% of the young men would join the Burgoignesc Foreign Legion. Negotiations only lasted three days before the Cisionians abandoned their request.

A Burgoignesc newspaper the following week ran the title "Cisionian offer rejected, refuse to become Burgoigniacs!" This led to a low-lying conspiracy theory that was most pervasive in Urceo-HLE skeptic circles. The theory stated that the Cisionians were Urcean plants sent to prey on the fact that Judeo-Protestant paranoia was flaring in Urcea and Burgundie was on its moralist high horse. The narrative was such that Burgoignesc scholars assumed that the Urceans were trying to undercut them by saying essentially, "well if you think you're holier than thou, then YOU deal with them" while also trying to build off of the previous successes of the Burgoignesc thalasocrassy's ability to turn protestants into a colonial force to its own benefit.

After the fall of the Holy Levantine Empire the theory was laid to rest, until 2012 when it was revived by an obscure internet forum. It is currently enjoying a resurgence amongst fans of conspiracies who now further posit that Burgundie has always served as an extension of Urcea's attempts at world domination and it is becoming conflated with the modern interpretation of Levantine Creep.
