The CNBP or Canasta New Business Program began in 1981 upon the dissolution of all Non-Canasta Companies. It was created for the express purpose of maintaining small business within the Canespan state. Originally brought up as a solution by Director Película Ruwaq as a solution to the possible stagnation that could be caused by trying to maintain one company as a whole. The program is essentially a real estate venture as the Canasta Company loans out a chunk of land to an aspiring person with the essential credentials. That person receives the land once they can create a convincing argument for a business's profitability and plans for the building itself. Once the land is given out and the building is operational then the said business would be able to pay its owner and workers with its profits. In order to remain a business it must maintain the paying of a steady rent to the Canasta Company that can be increased if the said business expands past one location. Across Canespa this has led to the formation of local coffee shops, grocery stores, and other small businesses essential for the country. The Plan has been wildly successful in that it has been able to stir small business and capitalism within Canespan cities and towns. While the CNBP has mainly focused in on cities the program has also reached out to many Ilqatas across various Mikuna's.

This program is being used and has been used in order to expand the agricultural industry of Canespa and increase the farming efficiency in territories. Many farmers flocked out to the farther ends of farms to gain a lease for the land in order to expand it. Although slightly different in terms compared to regular leases, it is still classified under the CNBP as the Canasta Company still takes a piece of the profits. Around 35% of the Canasta Companies farmland is leased out to families and smaller companies within the country. Without the CNBP the Canespan agricultural output would not be as enormous as it is in the modern day.

In 2034 the Canasta New Business Program was reevaluated following the reforms brought to the company. As such a major change was implemented within the system. Beginning January 1st of 2034 all non-farmstead leases given out to any Canespan citizen could be bought out by the person(s) that the lease was given out to for a fair market price. Since this change was implemented independent businesses have already begun appearing all around Canespa. Although due to the lack of high taxes because of the Canasta Companies bribes in the early 1980s the taxes put on independent businesses has been increased to amounts still under the normal average for a modern nation but much higher then the amount seen in previous years. As such the new businesses are still gaining a relatively similar profit but their efficiency and ability to expand have drastically increased. While farmstead leases have not been given this privilege yet, the amount of money they pay to the Canasta Company has been cut down in order to keep the amount of farmstead leases stable and increasing.
