Shang Tsung is a Daxian diplomat, jurist and politician who served as Provost-General of the League of Nations from 2019 to 2021 and was one of the Associate Justices of the International Justice Court from 2021 to 2026. Before being elected Provost, he had a long career of diplomatic service with the Daxian Ministry of Foreign Affairs.

Early Life

Born in the city of Heng to a middle class family which afforded him a comfortable home life, he excelled in his studies and earned a full scholarship for the Mirzak Law Institute from which he graduated with honors. During his first forays as an independent lawyer he would cross paths with Linge Chen and become a supporter and associate of the movement which would become the Party of Daxian Democrats.

Career

Opening an independent practice (with financial help of the PCD), Tsung would go on to represent Party members under indictment for a number of reasons including terrorism and illegal campaign finance. He won several high profile cases against the government, including winning an injuction stopping the labeling of PCD assets as being from criminal sources and preventing the government from seizing them. After the 1992 landslide election that brought the PCD to power, Shang Tsung was elected as a member of the People's Assembly and also served as an unofficial adviser on legal and foreign policy matters to the Chancellor. In 2001 he was appointed as Daxia's representative to the League of Nations and would remain so until 2012 when he was promoted to head the Ministry of Foreign Affairs. In these last two positions he would be instrumental in the planning and execution of Daxian diplomatic strategy to isolate and block international aid to several north Cronan states during the Deluge.

In 2019 he defeated multiple contenders to become Provost-General of the League of Nations. His time in office saw the increased bureaucratization of the League, the monopolization of hundreds of salaried positions for people linked to Tsung and his 'Daxian clique' and the loosening of controls in procurement and service contracts leading to opaque dealing and wheeling. At the end of his term Tsung threw his support behind Urcea's Gareth Fendara to succeed him in the position, securing in exchange a place in the bench of the International Justice Court as an Associate Judge. Tsung's 'Daxian Clique' and people linked to it appear to have survived well into Brenna Daenlaine's tenure, while maintaining positions in the bureaucratic structure of the League.

After his stint in the International Justice Court during which he mostly handled cases related to war crimes committed in Varshan during the conflict there, Tsung re-entered domestic politics and was appointed Chief of the PCD majority in the People's Assembly, position which he still currently holds.

Criticism

Shang Tsung has left indelible impressions on fellow diplomats during his long career, many of them highly negative. His personal style is characterized as brusque, uncompromising and mocking but more amiable to those who do not allow themselves to be bullied. As Daxia's permanent representative he doggedly defended his nation's record and fiercely debated with many delegates, sometimes following and verbally harassing them outside the General Assembly. He allegedly spent much of his time as Provost using the position to further his personal prestige and business interests and that of his clique, not just those of Daxia and certainly much less those of the League. Critics say he devaluated the image of the League of Nations with his profiteering, his stacking of the bureaucracy with cronies and his turning of the office of Provost into an entity with few administrative limits.

Family

Tsung fathered one son from his marriage to Babet Shu, Wei Tsung is currently employed by the League of Nations in Alba Concordia
