This Southern Century was part of an initiative by Devin to expand the reach of the Devinist ideology and establish a sphere of cooperative communist states throughout the global south. It was through this that Devin ordered the first explorations of the long uncontacted northern islands of Polynesia. Though reconstituting as the Austral Democratic People's Republic in 1852 and freeing Koré'hetanùa of influence from Kiravia and its puppet state, the Korhetuan Confederacy, the ADPR was initially an incredibly isolationist state. Though espousing an ideology of world communism Devin believed that the centre of the communist world had to be a formidable and industrialised state. With this the ADPR had little contact with the greater Polynesian Sea region, and the local leaders of the islands largely maintained self-governance while being claimed as part of Sarolasta. ==Criticism==
During the past two decades or so, the Industry & Commerce Executive, especially its Bureau of Industry, has been the target of significant political criticism from various sectors. The most consequential criticism has come from {{wp|economic liberals}} and libertarians, particularly the Liberal Republican wing within the dominant [[Shaftonist-Republican Alliance]], who argue that the planning and industrial policy arms of ICE are no longer necessary in the "mature market economy" of contemporary Kiravia, and that it protects uncompetitive legacy industries while impeding market-driven innovation. Liberal Republicans in the [[Federal Stanora|Stanora]], with the backing of [[Kiravian Free Alliance|KFA-affiliated]] libertarians and populists, have successfully pushed for numerous incremental reforms of ICE and its subordinate agencies to decrease its direct power over the industrial sector and increase transparency, but many continue to call for its remit to be cut back to a focus on trade. ICE has also been criticised for alleged cronyism and corruption, inappropriate collusion with individual market actors, inaccuracy in reports, and entrenchment of established business interests at the expense of new, small, and disruptive enterprises.
