Austro-Caldera (Gothic: Ceuldeland), officially the '''State of Caldera''', more commonly known as simply Caldera, is a country in [[Crona]]. It is neighbored by [[Sabnaki]]. It's infamous for a ruling class of Gothic speakers, while the majority of the population are [[Indigeno-Calderan]] and speak Volin.


Austro-Caldera is not a member of the [[League of Nations]].
Prior to the 2003 Revolt, only citizens of Gothic descent could vote for their province representatives, which was originally accepted as many Volins saw the Gothic citizens as simply being more proficient in government, but the continued lack of representation led to rioting and protesting in the capital, [[Little Caldera]].

This refers to the fact that the island was south of the natives who inhabited the Northwestern part of Crona. In the first century, Austro-Caldera was migrated to by natives around Crona. They developed slightly different than elsewhere in Crona, as these natives built their society around fishing. Because of this, they developed a religion coined as "[[Indigeno-Calderan|Volinism]]", based around the God of the Sea being the most supreme being.This culture survived for a long time, being the culture that Paul Aster encountered in his [[Aster's expedition|1387 expedition]].

[[Eldmora|Eldmoran]] explorers during the 1500s charted Crona, and made journals chronicling certain strategic points. Refugees began to flee to Crona during the Christmas War and Maurit's Rebellion.  


After seeing a massive influx of refugees in 1585, Joeseph Seuber took it upon himself to organize all the Eldmorans into an area. He noticed that the easiest area to section and administer would be an island like Austro-Caldera, so he led groups of travelers into the island and forced the natives to accept him as a leader, with assimilated natives being given access to metal tools.

Austro-Caldera has been a very isolated nationalistic country, with mostly internal struggles with the natives. During the [[First Great War]], Austro-Caldera managed to narrowly evade involvement, while contributing manufactured weapons to Eldmoran resistance groups and allies. Caldera is a treacherous island environment, dominated by hills and rocks. The Krein river also passes through all of Caldera, leading to several small lakes and streams.

Caldera is an unusually warm island compared to the rest of Crona. This is thanks to winds from the ocean which blow cold currents east, leaving Caldera in a somewhat exposed state. Due to this, exotic tropical wildlife grows in Caldera, incredibly odd for the cold winters that usually define Cronan nations.

The leader of Austro-Caldera, called the Prime Leader, is voted in power by a direct election that all citizens of Austro-Caldera can participate in. However, the Prime Leader must be a member of the Volkspartei, which has restrictions on who must can run for Prime Leader. The Prime Leader must be male, ethnically Gothic, and pledge his allegiance to the Volkspartei over the people of Austro-Caldera.


The Prime Leader has a term limit of 15 years, and if the Prime Leader dies during their term, an immediate election is held, with any members of the Volkspartei temporarily taking control until a leader is formally elected.

Legislature is written by representatives of the 3 provinces. Called the Volkshaus, or people's house in English, members of the Volkshaus do not need to be members of the Volkspartei, but if a representative is a member of the Volkspartei, their opinion on how to handle a matter is worth twice as much of an opinion as other members of the Volkshaus.


Each province in Austro-Caldera has 10 representatives, and representatives have a term limit of 1 year, unless they are members of the Volkspartei, then their term limit is 5 years. However, representatives can serve unlimited terms, meaning that predominantly Volin provinces can elect Volin representatives who serve for decades.

Austro-Caldera is separated into 3 provinces, the western province governing over factories, the northeastern province governing over most of the Volin population, and the southeastern province governing over the capital and major cities, made up of ethnic Gothics, while its suburbs are made up of Volins as well.


Currently, the western province is represented by 5 Volins, 4 Volkspartei, and 1 Ænglish representative. The northeastern province is represented by 9 Volins and 1 Volkspartei. The southeastern province is represented by 7 Volkspartei and 3 Volins, but the lack of representation of Volins is leading to minor rioting in Little Caldera.

The primary official language used by the Volkspartei is Gothic, as this is the language that was brought to Austro-Caldera by Eldmoran immigrants. However, the majority of the population speaks Volin, which is a language that developed in Caldera after the separation of native Calderans from the rest of Crona in the first century. The third official language, which is by far the least spoken, is Ænglish, which became an official language after protesting by the Ænglish Minority Party.

Since the Volkspartei took control of the Calderan government after Seuber's death, Volin people have been oppressed in various different aspects, but the primary of which is the lack of representation in which they were not allowed to govern themselves.

Volins could now run for government in their own province, but Volins could not vote for each other. This created civil unrest which went unsolved, allowing Volin militias to build and make plans for a large event to undermine the Volkspartei, which eventually came in summer of 2003.

== Initial Protests ==

On the 12th of August, 2003, Volin militamen and their leader marched along streets with anti-Volkspartei flags and spoke only in Volin to express their want for representation in government. Little Caldera Police acted quickly, arresting a number of protesters until local jails were full, then they began offloading protesters into suburb jails, but the wave of protesters grew too much, and the Southeastern Province National Guard was called in to quell protesting.

Seeing military arrive sparked rioting, and Volin militia commander Big Eagle quickly contacted friends to allocate the Northeastern Province's National Guard and the Steelport militia to arrive in the city and help protect rioters and looters. This display of force made Prime Leader Lundsteiner panic, and on the 14th of August, he called in the Army and the Volkspartei Defense to defend the city and himself respectively.

Although the question of who fired the first shots is often debated among scholars, it is commonly theorized that a member of the Volin militia who was not following orders decided to shoot at a soldier who was attempting to halt a rioter's attempt to break into a military truck.

These first shots were catastrophic for the Volin militia, who had hoped to intimidate and encourage the Volkspartei to fulfill demands instead of outright combat, because the Calderan Army designated the entirity of the Volin militia as hostile, and opened fire on anyone carrying their flag. This started major violent engagements within the city between pro-Volkspartei forces and anti-Volkspartei forces, and most engagements ending in Volkspartei victories thanks to the much higher trained soldiers and wider access to equipment.

Most Calderans practice Volinism, a religion that's native to the island. Under the Calderan constitution, no laws can be passed to restrict or show favor to a religion, however, many Gothics, and subsequently Volkspartei members, are Christian.

After these first engagements, Little Caldera became a classified as a war zone by the CAF, and the military blockaded the city. Over the next month, civilians would be evacuated through 1 open subway tunnel by the Southeastern Province National Guard, while the CAF would line up at buildings and push out sections of the city to draw out rebels.  
95% of Volins have finished standard education, while only 2% go on to complete secondary education. This is a stark contrast to Gothics, 100% of whom complete standard education, and 85% complete secondary education.

In order to minimize casualties, the CAF adopted a strategy dubbed the "drip" strategy, where small groups of soldiers were sent deep into the city and would secure as many areas as possible before encountering enemy soldiers and fleeing to a nearby safe house. This method of incursion worked well to scare enemy troops into submission, and eventually encouraged Gena Walter to stop sending troops from the Northeast, as the blockade had already obstructed easy travel, and troops were already worried about disobeying their superiors.

All education is completely free in Austro-Caldera, and it is mandatory to attend 10 years of standard education, which includes 4 years of Gothic classes, 2 years of Eldmoran history classes, 1 year of Calderan history, 4 years of science, 4 years of math, and other prerequisites. Secondary education varies in provinces, but the most popular courses include politics in the Southeast, and machining in the west. In Volin dominated cities, secondary education is not encouraged, and most jobs don't require it, while in Gothic cities, secondary education is heavily emphasized, and almost all high paying jobs require at least some form of it.
During this time, the Volkspartei did not actually leave Little Caldera, but instead placed a temporary pause on government duties as they waited in a bunker being protected by the Volkspartei Defense.
===Attitudes and worldview===
 
Calderans are generally nationalistic and isolationist, trying to avoid other countries as much as possible, with the exception of Eldmora in the Volkspartei. Despite this, education on foreign cultures is heavily taught throughout school, and many Calderans show an interest in the outside world.  
After 3 months had passed, the Northeastern Province National Guard was ready to surrender, because of a drop in morale and a lack of purpose in what the soldiers were doing. The SEP National Guard allowed them to pass through the evacuation tunnel, and the loss of their most highly trained ally immediately damaged the Anti-Volkspartei forces morale, and led to Commander Goth announcing that his soldiers stand down, and he allowed his soldiers to flee or join the Volin militia as they wished.

As with the 1600 constitution, it is illegal for the government to restrict relationships. As such, families tend to be somewhat diverse, falling outside the traditional nuclear family. Gothic Calderans try to maintain that you need to be married to the opposite gender and raise children together, but many Volins simply don't see the purpose of marriage, and as such, very few Volins get married, over 20% hold more than one partner at a time.
Despite losing many of his allies, Big Eagle wanted to keep the fight going, and kept an effort fighting in the city until December 4th, when Calderan Armed Forces used a plane to airdrop into enemy territory and captured the main base of operations from the inside. Big Eagle was arrested, and military forces ceased to occupy the city.

Despite this, like every province, only citizens of Gothic descent could vote for representation. Due to having such a high number of Volins, the province's national guard was made up of entirely Volins, and these soldiers saw it unfit that they could fight for their province, but not elect leaders to represent themselves.  
As with most things Calderan, Calderan art is seperated into two parts: Volin, and Gothic. Volin artists prior to 1600 often carved out of wood, creating sculptures or simple drawings of famous gods or events. When Eldmorans came to Caldera, they introduced music and paintings, sparking an era of Volin artistic expression, usually based around fishing or religion. Gothic art in Caldera is characterized by thematic messages, usually based around "listen to your elders" or nationalistic messages.  
 
When Big Eagle contacted the NEP National Guard and asked for support for their struggle, Volin leader Walter was ecstatic and pledged a brigade in case fighting broke out. These were among the first soldiers to arrive in Little Caldera after the SEP National Guard arrived to stop protesters.  


The Calderan national anthem, Neu Haus in Ceuldeland, was written by a Gothic Calderan, and has a message of how great Caldera is to live in.

The NEP National Guard was the most trained organization in the Anti-Volkspartei forces, and they provided resources such as standard issue firearms to the Volin militia and Steelport militia. Seeing a governmental organization on their side, the NEP National Guard's arrival also boosted morale for Volin troops.
Austro-Caldera's most popular sport is kravget, a sport invented by the Volin people in the 10th century. In kravget, there are two teams. The two teams take turns throwing 4 small dics (traditionally slices of wood from a palm tree) at opponents on the other team. If one team manages to hit an opponent without the opponent capturing the disc, then the throwing team scores a point. If the throwing team throws a disc at an opponent and the opponent catches it, then the catching team scores a point. This continues until one team has scored 23 points.  


Hockey and soccer are also popular in Austro-Caldera, with citizens playing in competitions across Crona.
In the first stages of the conflict, the NEP National Guard fought heavily, and claimed buildings for their own by hanging the national guard flag upside down to differ it from the SEP National Guard who were also operating in the city. The NEP NG were the first to capture what would be the Steelport militia's base of command, and led untrained Volin militia into successful engagements against the Calderan Army. However, as time grew on, the NEP NG saw a lack of resources such as reinforcements, ammo, and food, and this eventually led to the surrender of Commander Walter and his forces on October 13th.

Austro-Caldera's most prominent symbol is it's national seal, which features a red triangle in a sea with a sun behind it and three stars above the suns. The triangle represents Caldera island, while the three stars represent the three Calderan provinces. Another common symbol of Caldera is the Calderan finch, a type of finch that's native to Caldera.

The largest parts of the economy are ship building and fishing. About 40% of jobs in Caldera are related to fishing or fish hatcheries, while 20% of jobs are related to ship building. In Caldera's provinces, the western province accounts for all ship building in the nation, while the northeast and southeast provinces economies are dominated by fishing. Further in the country, mining is a large industry as well.

The official currency of Caldera is the Calderan Piece, which replaced the Eldmoran Reichsmarks in 1609. They were replaced for two reasons. The obvious reason is that Eldmora didn't want Caldera to produce its money, but the second reason is that the Volin people refused to accept Reichsmarks because they associated the color indigo (which is featured on the 1, 10, and 100 mark bills) with the sea monster, and they refused to use any collection of money that had the color indigo on it.

While soldiers who fought against Pro-Volkspartei forces were not punished, Commander Walter was tried and sentenced to life in prison for disobeying his leaders and abusing a Volkspartei entity against them. As a reward for surrendering, however, the Volkspartei enacted a law that allowed Volins to vote for representation in their province as well as the ability to run for province representative. A small step in the right direction, Commander Walter has written letters from prison detailing his pride in his soldiers and what they've accomplished.  
Healthcare is free for everyone living in the west and northeast provinces, but healthcare in the southeast is only free to members of the Volkspartei. Healthcare is afforded through taxes, which are paid every time a Calderan buys something from a store. Furthermore, it's possible to purchase a premium pass, by paying extra money monthly to certain hospitals, Calderans are able to skip standard waiting lines and have access to faster treatment. Members of the Volkspartei receive this treatment for free in all designated government hospitals.
===Labor===
Austro-Caldera has extensive labor laws that are enforced by the Calderan Bureau of Criminal Apprehension. Employers are not allowed to overwork employees, force them to work on a day off, force them to work more than 6 hours in a day, and every employee has a minimum of 5 expendable vacation days every month, which is refreshed at the beginning of a new month.  


The Free Labor Party is a political party with the goal of raising the minimum wage from 25 pieces to 50 pieces, and lowering the work hours to 4 hours a day, as well as making it illegal to work on weekends, but the Free Labor Party has had less legislative wins than the Work Harder Party, who encourage the government to raise the maximum working hours to 12 in a day.

Transportation in Caldera is defined by the car. In the early ages of the country's existence, Volins simply did not travel far accross the island, due to the harsh brush and environments that separated people. This changed when the Eldmorans came to Caldera and built infrastructure like roads for horses, now the Volins were able to traverse anywhere on the island they wanted. The invention of the car only amplified the ease of access across the island, and it's now the number 1 way that Calderans commute to work.


In the southeastern province, trams are also a popular way to travel, with tramlines running through cities and even up the caldera itself.

Austro-Caldera is not a very technologically advanced country, as most of the country uses technology from the 1950s, Volkspartei cities are a lot more advanced with specific research centers going to meet all the needs of the party.

Austro-Caldera's military is all organized under one entity, the [[Calderan Armed Forces]]. This military is quite proportionately large, thanks to mandatory conscription for all Volins. Despite the massive size, the military is underfunded, resulting in soldiers using armor from 1944 with the newest weapon being the C19 rifle, based on a 1960s design and only releasing 12 years ago.


Overall, it cost 2.3 billion dollars to fully repair and renovate the city, which was done in a matter of months due to the Volkspartei's high priority of it, and afterwards it had seemed as if no fighting occurred at all.


Despite neglected equipment, many Calderan soldiers are veterans or had training from veterans, due to the [[2003 Austro-Calderan Revolt|Civil Siege of Little Caldera]].
Little Caldera designated the 4th of December as "renovation day", and the 5th of December as "province day", and parades are held on both days to celebrate the outcome of the 2003 Revolt. Pictures and videos of the revolt are still shown online and often appear in the parades to occasionally pay homage to the soldiers who gave their lives that day, militia or Volkspartei. Memorials also appear for the civilians wounded, killed, or missing throughout the conflict.

The 2003 Revolt, also known as the Civil Siege of Little Caldera, was a political, social, and military struggle between the Volkspartei and pro-Volin organizations. The revolt began after years of oppression against Volin people in the federal Austro-Calderan government.

Prior to the 2003 Revolt, only citizens of Gothic descent could vote for their province representatives, which was originally accepted as many Volins saw the Gothic citizens as simply being more proficient in government, but the continued lack of representation led to rioting and protesting in the capital, Little Caldera.

Background

Since the Volkspartei took control of the Calderan government after Seuber's death, Volin people have been oppressed in various different aspects, but the primary of which is the lack of representation in which they were not allowed to govern themselves.

In the establishment of the 3 provinces, the Volkspartei made way for representation of different ways of life, and separated Volins from Gothics. Volins could now run for government in their own province, but Volins could not vote for each other. This created civil unrest which went unsolved, allowing Volin militias to build and make plans for a large event to undermine the Volkspartei, which eventually came in summer of 2003.

Initial Protests

On the 12th of August, 2003, Volin militamen and their leader marched along streets with anti-Volkspartei flags and spoke only in Volin to express their want for representation in government. Little Caldera Police acted quickly, arresting a number of protesters until local jails were full, then they began offloading protesters into suburb jails, but the wave of protesters grew too much, and the Southeastern Province National Guard was called in to quell protesting.

Seeing military arrive sparked rioting, and Volin militia commander Big Eagle quickly contacted friends to allocate the Northeastern Province's National Guard and the Steelport militia to arrive in the city and help protect rioters and looters. This display of force made Prime Leader Lundsteiner panic, and on the 14th of August, he called in the Army and the Volkspartei Defense to defend the city and himself respectively.

First Shots

Although the question of who fired the first shots is often debated among scholars, it is commonly theorized that a member of the Volin militia who was not following orders decided to shoot at a soldier who was attempting to halt a rioter's attempt to break into a military truck.

These first shots were catastrophic for the Volin militia, who had hoped to intimidate and encourage the Volkspartei to fulfill demands instead of outright combat, because the Calderan Army designated the entirity of the Volin militia as hostile, and opened fire on anyone carrying their flag. This started major violent engagements within the city between pro-Volkspartei forces and anti-Volkspartei forces, and most engagements ending in Volkspartei victories thanks to the much higher trained soldiers and wider access to equipment.

Anti-Volkspartei forces did gain early victories though, resulting in the Northeastern Province National Guard sectioning of a portion of the city and establishing a base of operations that was mainly operated by the Steelport militia.

Active War zone

After these first engagements, Little Caldera became a classified as a war zone by the CAF, and the military blockaded the city. Over the next month, civilians would be evacuated through 1 open subway tunnel by the Southeastern Province National Guard, while the CAF would line up at buildings and push out sections of the city to draw out rebels.

In order to minimize casualties, the CAF adopted a strategy dubbed the "drip" strategy, where small groups of soldiers were sent deep into the city and would secure as many areas as possible before encountering enemy soldiers and fleeing to a nearby safe house. This method of incursion worked well to scare enemy troops into submission, and eventually encouraged Gena Walter to stop sending troops from the Northeast, as the blockade had already obstructed easy travel, and troops were already worried about disobeying their superiors.

During this time, the Volkspartei did not actually leave Little Caldera, but instead placed a temporary pause on government duties as they waited in a bunker being protected by the Volkspartei Defense.

After 3 months had passed, the Northeastern Province National Guard was ready to surrender, because of a drop in morale and a lack of purpose in what the soldiers were doing. The SEP National Guard allowed them to pass through the evacuation tunnel, and the loss of their most highly trained ally immediately damaged the Anti-Volkspartei forces morale, and led to Commander Goth announcing that his soldiers stand down, and he allowed his soldiers to flee or join the Volin militia as they wished.

Despite losing many of his allies, Big Eagle wanted to keep the fight going, and kept an effort fighting in the city until December 4th, when Calderan Armed Forces used a plane to airdrop into enemy territory and captured the main base of operations from the inside. Big Eagle was arrested, and military forces ceased to occupy the city.

NEP National Guard involvement

Background

The Northeastern Province of Austro-Caldera is the least populated one, but also has the highest number of Volins. Despite this, like every province, only citizens of Gothic descent could vote for representation. Due to having such a high number of Volins, the province's national guard was made up of entirely Volins, and these soldiers saw it unfit that they could fight for their province, but not elect leaders to represent themselves.

When Big Eagle contacted the NEP National Guard and asked for support for their struggle, Volin leader Walter was ecstatic and pledged a brigade in case fighting broke out. These were among the first soldiers to arrive in Little Caldera after the SEP National Guard arrived to stop protesters.

Involvement

The NEP National Guard was the most trained organization in the Anti-Volkspartei forces, and they provided resources such as standard issue firearms to the Volin militia and Steelport militia. Seeing a governmental organization on their side, the NEP National Guard's arrival also boosted morale for Volin troops.

In the first stages of the conflict, the NEP National Guard fought heavily, and claimed buildings for their own by hanging the national guard flag upside down to differ it from the SEP National Guard who were also operating in the city. The NEP NG were the first to capture what would be the Steelport militia's base of command, and led untrained Volin militia into successful engagements against the Calderan Army. However, as time grew on, the NEP NG saw a lack of resources such as reinforcements, ammo, and food, and this eventually led to the surrender of Commander Walter and his forces on October 13th.

Punishment for treason

While soldiers who fought against Pro-Volkspartei forces were not punished, Commander Walter was tried and sentenced to life in prison for disobeying his leaders and abusing a Volkspartei entity against them. As a reward for surrendering, however, the Volkspartei enacted a law that allowed Volins to vote for representation in their province as well as the ability to run for province representative. A small step in the right direction, Commander Walter has written letters from prison detailing his pride in his soldiers and what they've accomplished.
