The General Board of Commonwealth Concessions is an administrative entity that governs extra-territorial affairs of Fiannan Charter Cities in Audonia these cities once concessions and treaty ports however, the GBCC still manages its affairs and business between Fiannria and Audonian states to this day.
History
Through the mid-late 1800s, via treaties with Burgundie, seizing opprtune moments to sway power away from Burgundians and military interventions in Audonia, Fiannria acquired a plethora of Concessions, cities under the rule of Fiannria and allowed access of Fiannan companies and investment into interior Audonia and ensured Audonia goods are exported to Fiannria proper. The management of these cities required more united administration than individual localized policy. This resulted in the establishment of the General Board of Commonwealth Concessions. At it's founding, it consisted of a Board of Representatives selected by the administrators of every Concession along with a Chairman selected by the President of Fiannria who would chair the Board.
With the outbreak of conflict in Audonia during the Great War, conflict with nationalist uprisings filled the streets of the Concessions as the Commonwealth Audonian Constabulary and Soirwindic soldiers fought mostly separate from Burgundic forces over territory. In the end, Fiannria signed a conditional treaty on some of the Concession cities, setting an end date to the Concession status of some cities and making legal alterations of the cities into Charter cities However, the crisis facing the Concessions were not over, as a few decades later, popular unrest led to en-masse nationalist and communist uprisings that resulted in the loss of many of the Member cities of the Concessions. Fiannria only managing to keep a few, negotiating them as Charter Cities as well to keep a hand on the wheel.
Security and Defense
Defense of the Concessions is maintained via three methods
- Fiannan Military Basing
- Soirwindic Garrisons
- the Commonwealth Audonian Constabulary
In the aftermath of Kipling and rapproachment later on,the Fiannan maintains at military bases either in the territory of charter cities or the nations around the Charter cities which assist and allow for the defense of the cities from any extreme danger. Furthermore, following the Soirwind Accord, which based the GBCC in the capital of Soirwind, Cathash, Soirwind has the legal duty to assist in the defense of the GBCC and operates maritime and military protection of those regions. Finally, the Commonwealth Audonia Constabulary, which is a paramilitary and policing organization that operates as the primary local defense and security force of the Charter Cities and its surrounding waters.
