The Ixa'Taka Autonomy (Ixe:զանգվածային պետություն) or Mass State of Ixa'Taka is a semi autonomous statelet that exists within the administrative borders of Daxian Xisheng. Located in the core of the pre-Deluge Ixa'Taka kingdom, the autonomy concentrates around eighty-five percent of all ethnic Ixa'Takans within its borders. Unlike the Chimoche Autonomy to the east, Ixa'Taka's monarchy did not survive the transition to Daxian rule. Instead an experimental new regime was installed, one based on so called people's power through hundreds of autonomous people's committees. Ixa'Taka maintains its own security forces which have been deployed in border disputes with Chimoche over the settlement of Mezro. The modern economy of Ixa'Taka revolves almost entirely around the production of coffee, being the single largest hard currency contributor for government expenses outside of Daxian monetary grants.

History

Triple Alliance

The various Ixa'Takan peoples have lived in the eastern shore of the Nysdra since at least the late 800's BCE, it is believed they originally migrated from the south and displaced local Venua groups under the guidance of their proto-monarch, Tlipoca. The ancient Ixa'Takan appear to have upheld a system where they were ruled by an absolute monarch known as the Umatz. According to the Chokma stele, construction of the great city of Rixis begun in 875BCE on the orders of the 6th Umatz, a ruler only named as Enetzin and known to be of the line of Tlipoca. It is this ruler that seemingly set down the bases of the state, the social order and military that would be needed for imperial growth. The city of Rixis is believed to have risen in the following centuries to establish its local primacy and expanded its territorial control by building sister cities. In time, cities such as Mezro and Tolon grew in importance and wealth and served as regional nexus. These other cities were never ruled directly by the Umatz but by lesser kings anointed in Rixis, not quite puppet rulers but neither fully autonomous. Their loyalty was secured through royal marriages, sacred oaths to the gods of Ixa'Taka and the military might of the Umatz.

Ixa'Takan Empire

The growing power of Rixis fueled by its larger hinterland and devious rulers soon came to outstrip its reach. The nobility and military castes chafed at the lack of expansion. The ambitious 18th Umatz, Tikol the Great channeled these sentiments into a desire for war. He took advantage of a great pestilence ravaging Tolon to break the Triple alliance and attack the city. The siege of Tolon lasted for three whole years and the people of the city grimly resisted the takeover, with Tikol losing four sons during the siege and thousands of warriors until the city finally fell in 1132 BCE.

Economy

All of Ixa'Taka's previous forms of economic activity were wiped clean by Daxia after the incorporation. Ixa'Takan manpower and land have been retooled to exclusively produce vast amounts of a single crop: coffee. The Coffea plant is not native to the territory but it was discovered tht it took surprisingly well to the local soil and climate conditions. Towns and entire forests have been razed to make way for the cultivation of vast fields of coffee plants that now crisscross all of Ixa'takan land. All of the coffee production is exported to mainland Daxia and from there to international clients in Sarpedon and Audonia. The partly government owned United Coffee Corporation is the largest employer in Ixa'Taka by far. Ixa'Taka produces very little of its own food or consumer goods, it instead buys most of its needs from retail giant Agario. Without the company's products and Daxian money, Ixa'Taka would collapse like a house of cards within days.

Government

Ixa'Taka's Brotherly Guide Gurban Mamedow

The Ixa'Taka system is based on the principles written down by Linge Chen in his novel 'The Wave'. Based upon the ideas expounded in the book, the Daxians devised a system of 'maximum mass support' and 'popular management' through the creation of a system of elected Popular Committees which regulate and administer at the district level; all of the aforementioned committees send representatives to the Grand People's Congress to deliberate on national issues. The absence of political parties ensures that the citizens that are elected to the Popular Committees have no ulterior motives other than serving the community, and no leaders to answer to other than their fellow countrymen. The Wave has one proviso for the correct operation of the 'Mass State', the creation of a position called a Brotherly Guide. The figure of the Brotherly Guide exists as a neutral arbiter, moderator and chair of the Grand People's Congress and its debates, its role is not that of a ruler but a moderating first among equals.

Ixa'Taka's current Brotherly Guide Gurban Mamedow has taken control of the security forces, the central bank and the forestry department based on a particular interpretation of page 76, paragraph four, of the novel 'The Wave'.
