The Ixa'Taka system is based on the principles written down by [[Linge Chen]] in his novel 'The Wave'. Based upon the ideas expounded in the book, the Daxians devised a system of 'maximum mass support' and 'popular management' through the creation of a system of elected Popular Committees which regulate and administer at the district level; all of the aforementioned committees send representatives to the Grand People's Congress to deliberate on national issues.
