The Ixa'Taka system is based on the principles written down by [[Linge Chen]] in his novel 'The Wave'. Based upon the ideas expounded in the book, the Daxians devised a system of 'maximum mass support' and 'popular management' through the creation of a system of elected Popular Committees which regulate and administer at the district level; all of the aforementioned committees send representatives to the Grand People's Congress to deliberate on national issues. The absence of political parties ensures that the citizens that are elected to the Popular Committees have no ulterior motives other than serving the community, and no leaders to answer to other than their fellow countrymen. The figure of the Brotherly Guide exists as a neutral arbiter, moderator and chair of the Grand People's Congress and its debates, its role is not that of a ruler but a moderating first among equals.

Ixa'Taka's current Brotherly Guide has taken control of the security forces, the central bank and the forestry department based on a particular interpretation of page 76, paragraph four, of the novel 'The Wave'.
