The Kilikas-Boreal Cooperative Zone (KBCZ) is an economic and environmental treaty organization centered around the Occidental hemisphere's portion of the Arctic Circle and surrounding waters.

Fishing Wars

KBCZ Foundation

The KBCZ was originally sponsored by Faneria, Brumalea, and Kiravia as a joint icebreaking and fisheries protection ring immediately after the Nordska Fishing Wars, but the concept was adopted readily by the governments of Caergwynn and Fiannria, which joined in 1981 after the initiative to create a maritime organization began. In an unexpected turnaround, the member nations agreed that the permanent seat of the Zone should be at the crux of the two seas it helped manage, and Caergwynn was allowed to host the KBCZ's headquarters in _______.

Operations

Voting and Management

The KBCZ has a board with one representative from each member nation, with the host nation, Caergwynn, having the tiebreaking vote due to the body's even number of participants. Staff from member nations manage the Kilikas-Boreal International Maritime Coordination Center in ____ (HQ location), relaying navigation, hazard, and emergency information between member nations.

Icebreaking

The Zone, in addition to its other roles, plays a significant part in icebreaking and tugging assistance in the Arctic and subarctic circles, and draws on available support ships from member nations to do so, and this often overlaps with the Zone's role as a disaster relief coordinator.

Every signatory nation's government is expected to loan assets as required for emergency operations, and several (Faneria, -----, and ------) offer bounties to civilian vessels that assist on-call with rescue and aid shipping, as well as alleviating supply chain issues and other, more mundane naval problems.
