The island of Suderavia, which has a large and long-established Coscivian minority population, has received special treatment under Kiravian military occupation, including a substantial quantity of direct economic aid from Kiravia. While there are far fewer occupation troops in Suderavia than other parts of the Zone, and functions such as policing and court administration were quickly returned to local governments there, a large number of military support activities such as logistical and administrative installations, have been placed on the island despite its remoteness from the main concentration of occupation troops in Krasnopochevsk. It is suspected that the Kiravian government may be working to boost economic activity on the island and encourage Kiravian civilian workers to take up residence there in order to beef up pro-Kiravian sentiment, perhaps with an eye to a future referendum on the island's status.
