The ADB was created to provide a systematic mechanism for mobilizing and administering financial resources for the bank to lend on concessionary terms to participatory member countries and private entities. His father was a military intelligence officer and low-ranking but respected member of the [[Renaissance Party]] who oversaw a training and cryptography installation near Téhama at the time of Elend's birth. Elend Kumasuv Vāsent Niróda Sarna Kośikarin is a Kiravian bureaucrat, real estate developer, and entrepreneur currently serving as chairman of the League of Nations Travel & Tourism Commission.

Kośikarin was born on the ninth day of the sixth lunation, 21148, in Téhama, South Æonara. At the time, Great Kirav was under the rule of the Kirosocialist régime while Æonara remained under the control of the displaced Kiravian Federal Republic government. Located in the thóaśad or "cool land" altitudinal zone of the Jade Mountains, Téhama had a long history as a hill station and during Kośikarin's youth it was booming as a vacation destination for thousands of Federalist loyalists who had fled to Æonara from cold, rainy Great Kirav and had difficulty adjusting to the island's tropical climate. The young Kośikarin worked several different part-time jobs at the city's busy hotels and restaurants before enrolling at the Æonara Agronomic & Mineral University.
