The Kiravian Military Administration in Covinia or Kiravian Occupation Zone is one of several occupation zones established on the territory of Covinia following the collapse of the Covinian government in [YEAR].
Geography
The Kiravian Zone encompasses the northwesternmost portion of Covinia, and comprises three "Occupation Subzones" (Kiravic: Ūrnisetrax óvróspina) separated by water:
- Krasnopochva Subzone, on the the Krasnopochva peninsula, which borders the International Canal Zone to its east, [bodies of water] to its north, [name of inland sea] to its southeast, Yytuskia to its south-southwest, Vorsenke to the west. The Krasnopochva Subzone includes the administrative capital, Horny-Postovo, the largest Kiravian Army base, at Zorochensk, and the Demilitarised Zone along the Vorsenke border. It hosts the largest number of Kiravian occupation troops.
- Kamslutsky Subzone, on the Kilikas Sea, which borders the Cartadanian and Yonderre Zones.
- Suderavia Subzone, covering the mountainous island of Suderavia in the Kilikas Sea, which is home to a substantial Coscivian minority and substantial Kiravian military support installations.
Occupation Policy
Under Military Governor Biggus McDickus, a decorated Kiravian naval officer, the Kiravian military administration has worked to establish itself as a benevolent presence "amical to the national identity and aspirations of the proud Covinian people". Part of its strategy to prevent the emergence of armed opposition to the Kiravian presence in the area has been to co-opt Covinian nationalist elements and veterans of the old régime. The Dubassary Society, established with Kiravian financial backing and presenting itself as a social group and dining club for former Covinian military officers and bureaucrats, has helped arrange for the safe transit of former Covinian officials from other occupation zones to the Kiravian zones, and also for their appointment as petty functionaries and "local consultants" at the lower levels of the occupation government bureaucracy. The Dubassary Society also publishes Levantoskeptic and Covinian nationalist propaganda.
Establishment of a locally-staffed civilian governmental apparatus and eventually a native government under Kiravian supervision and support are stated goals of the occupation authorities. Kiravian military and political figures have generally maintained strategic ambiguity about any plans for an eventual troop withdrawal or the long-term reunification of Covinia, and have evaded questions from the press on this topic.
During a period of heightened tensions along the Covinia-Vorsenke DMZ in [YEAR], reports circulated claiming that Kiravian troops targeted residents with Germanic surnames for "evacuation" to Hendalarsk. Governor McDickus acknowledged that large-scale evacuations had taken place for safety reasons and thanked the government of Hendalarsk for its assistance in the matter, but denied that any Germanophobic or other untoward motives were involved. The NGO World Without Genocide denounced accusations of forced migration and ethnic cleansing as "completely baseless".
Suderavia
The island of Suderavia, which has a large and long-established Coscivian minority population, has received special treatment under Kiravian military occupation, including a substantial quantity of direct economic aid from Kiravia. While there are far fewer occupation troops in Suderavia than other parts of the Zone, and functions such as policing and court administration were quickly returned to local governments there, a large number of military support activities such as logistical and administrative installations, have been placed on the island despite its remoteness from the main concentration of occupation troops in Krasnopochevsk. It is suspected that the Kiravian government may be working to boost economic activity on the island and encourage Kiravian civilian workers to take up residence there in order to beef up pro-Kiravian sentiment, perhaps with an eye to a future referendum on the island's status.
