Now in their second or even third generation, many Veltorines had become agricultural workers, soldiers, or other non-specialist positions which were of little use to the Quetzen people. For a time, the state was able to maintain order and prevent violence, intermittently making attempts to integrate the Veltorines into Quetzen society.
