Huadao is an island in the Trade Islands area that is part of Urcea. Prior to the 19th century, Huadao was inhabited on an inconsistent basis, and it was claimed by Daxia. The island was rich in guano deposits. Following Urcea's acquisition of Rapa Rapa, it was able to project naval power into the Ocean of Cathay, and the guano-rich island became a possible target for expansion. Urcea took the island from Daxia in the Guano War and began mining operations while also colonizing the island. In the early 20th century, most of the accumulated guano was depleted, but the island remained economically viable due to trade with Alshar and other parts of the Trade Islands, as well as its importance as a coaling station. Huadao in the 21st century is primarily inhabited by people of Levantine descent or by Audonian mainlanders. In addition to the civilian settlement, the island remains a Royal Navy base.

Etymology
Telephone numbers in Rumahoki are administered by the National Communications Institute of Rumahoki.
"Huadao" is the Daxian language name for the island, meaning "Flower Island". This name is used for various applications related to the island, including "Flower City", the Cathedral City of the island.

Geography
The NCI divides the territories of its members into numbering plan areas (NPAs) which are encoded numerically with a three-digit telephone number prefix, commonly called the area code. Each telephone is assigned a seven-digit telephone number unique only within its respective plan area. The telephone number consists of a three-digit central office code and a four-digit station number. The combination of an area code and the telephone number serves as a destination routing address in the public switched telephone network (PSTN). For international call routing, the NCI has been assigned the international calling code 422.
Huadao is a single island with smaller, tertiary jetties and reefs that is part of the Trade Islands sitting roughly halfway between the equator and Australis in the Ocean of Cathay. It has been commonly observed to be shaped like a manta ray, with an angular main landmass and a long, thin tail to the northeast forming two partial lagoons. It is characterized by significant hilly rugged landscape in the northwestern interior with flat, forested areas on the southern slope of the island. Prior to its colonization, large parts of Huadao were covered in large deposits of guano, and many of the forested parts of the island are post-colonial growth.

History
History
Pre-colonization
Since at least the 1920s, the use of telephones have became widespread all across what would eventually become Rumahoki. Of course, back then each of the Delepasian nations have had their own numbering plans with some even exclusively using letters of the alphabet in lieu of numbers. This led to the Great operators' strike of 1931 when operators went on strike due to them being exhausted from having to convert letters into the appropriate numbers. A direct consequence of this blackout was the establishment of the Delepasian Telephony Institute (now the NCI) in 1935 with the goal of regulating telephone numbers throughout the region to ensure easier communication and drastically reduce the burdens that operators had when converting these so-called "phone letters" into phone numbers. This meant that phones that exclusively dialed alphabetical letters were to be replaced by conventional numerical phones (although letterings were permitted via phonewords, this just meant that only numbers were to be dialed regardless). However, the numbering system wouldn't be completely standardised into how it's structured today until the formation of the Delepasian Commonwealth in 1976.
Prior to the 19th century, Huadao never had a permanent human population. Various reports and archaeological evidence suggests the island was occasionally home to bands of fishermen or whalers who would use it as a temporary base of operations, and some records indicate Daxian prisoners were occasionally exiled to the island, but beyond these limited instances the island was unpopulated on a permanent basis. The island was, however, home to large numbers of seabirds, and over the course of hundreds and thousands of years, Huadao became covered in accreted bird feces, creating a rich guano deposit.

For example,  01-404-235-5678 is a valid telephone number with area code 404 (Valió), central office prefix 235, and line number 5678. The number 01-404-009-5678 is invalid, because the central office code must not be in the form 00N.  01-404-159-2653 is invalid, because the office code must not begin with 1. 01-123-234-5678 is invalid, because the NPA must not begin with 0 or 1.

Culture
The country calling code for Rumahoki is 422. In international format, a Rumahokian number should be listed as , where 404 is an area code, the trunk prefix is omitted, and 1 denotes a landline number.

Demographics
Each three-digit area code has a capacity of 9,839,887 telephone numbers:
The population of Huadao, as of 2020, was 10,782. The majority of people on Huadao are ethnic Urceans who have settled on the island since the 1860s. A minority of Huadaoic people are of eastern Audonian ethnic descent, primarily those of Daxian but also Rusanan descent, descending from workers brought to the island during the guano mining period. A small remainder of the population are of Polynesian, Derian, or Veltorine descent.

The vast majority of people on Huadao are members of the Catholic Church. The initial settler makeup of Huadao provided an early Catholic majority, given the primarily Urcean descent of the people living on the island, and in this context many of the arriving immigrant workers from the Audonian mainland and elsewhere adapted to the majority religious belief on the island. A small number retained their ancestral religion, including both Muslims and adherents of Daxian historic folk religion and ancestor worship. Due to the 20th century religious persecutions in Daxia, a small handful of families of Daxian ancestry have preserved a number of ancient Daxian religious traditions in Huadao that have been otherwise non-observible by Occidental religious scholars.

Telephone numbers in Rumahoki are administered by the National Communications Institute of Rumahoki.

History

Numbering plan

The NCI numbering format may be summarised in the notation 0X-NPA-COE-xxxx

Component Name Number ranges Notes
PN Prefix Number Code Allowed ranges: [1-3], and [7-9]. See Rumahokian number prefixes
NPA Numbering Plan Area Code Allowed ranges: [1–9] for the first digit, and [0-9] for the second and third digits. When the second and third digits of an area code are the same, that code is called an easily recognizable code (ERC). Each state of Rumahoki has its own area code.
COE Central Office Exchange code Allowed ranges: [0–9] for the first digit, and [0–9] for both the second and third digits (however, the second digit of the exchange cannot be 0 if the first digit is also 0). Often considered part of a subscriber number. The three-digit Central Office codes are assigned to a specific CO serving its customers, but may be physically dispersed by redirection, or forwarding to mobile operators and other services.
xxxx Subscriber Number [0–9] for each of the four digits. This unique four-digit number is the subscriber number or station code.

The country calling code for Rumahoki is 422. In international format, a Rumahokian number should be listed as +42214045550100, where 404 is an area code, the trunk prefix is omitted, and 1 denotes a landline number.

Each three-digit area code has a capacity of 9,839,887 telephone numbers:

 • COE may begin with the digits [0–9], providing a base of 10 million numbers: (10 × 100 × 10000).
 • However, the first two digits of COE cannot both be 0, to avoid confusion with the 00N codes (subtract 100000).
 • Despite the widespread usage of COE 555 for fictional telephone numbers—see 555 (telephone number)—today, the only such numbers now specifically reserved for fictional use are 555-0100 through 555-0199, with the remaining 555 numbers released for actual assignment as information numbers (subtract 100).
 • The subscriber number may not be any of the four-digit special codes, to avoid confusion with them (subtract 13).
 • In individual geographic area codes, several other COE prefixes are generally not assigned: the home area code(s), adjacent domestic area codes and overlays, area codes reserved for future relief nearby, industry testing codes (generally COE 958 and 959) and special service codes (such as COE 950 and 976).
