The '''2:1 Plan''', also referred to as the Vandarch First Policy, was a maritime strategic policy and planning effort initiated by the [[Kingdom of the Fhainn]] in 1878. It was a counter to an opposing school of thought focused on an open seas navy, the Tri-Oceanic Plan, which rose in response to the question of how to best handle the issue of split naval development between the calmer inland sea of the [[Vandarch]] and the tradebearing and foreign-dominated high seas.
 
The 2:1 Plan called for at least two-thirds of the navy to be built in the Vandarch Sea in order to ensure Fhainnin naval dominance in the Vandarch, which was considered more critical than challenging a peer competitor on the open ocean due to Faneria's geopolitical and industrial core being situated directly along its coast. The 2:1 Plan became the dominant school of thought in the Crown Navy after construction began on the [[Carolina-Grand Canal]], which risked introducing Burgundine and Urcean naval might to the area and quickly overwhelming the Fhainnin shipyards' ability to expand or replace fleet assets on short notice.
 
The policy is directly responsible for the inability of the Fhainnin Navy to deploy effectively against the [[Fiannria|Fiannrian]] Navy during the [[Fourth Kin War]] and altered the direction of Fhainnin ship design significantly towards bow configurations meant for the Vandarch Sea.
