The Ministry of Administration of the Realm, often informally called the Royal Administration, is the Purpaidá Ministry that advises the Apostolic King of Urcea, Procurator, and Concilium Daoni, and leads the nation in a broad array of domestic policy issues. The Royal Administration is responsible for overseeing the vast majority of the Urcean Welfare State, and is also responsible for the actual functional management of the Royal Treasury.

Office for General Government and Treasury Services

The Office for General Government and Treasury Services is a catchall-type government department focused on the logistical and physical needs of the function of the Government of Urcea. The Commissioner for General Government and Treasury Services is a unique position as it is usually made by the Chancellor in consultation with the Minority Leader of the Concilium Daoni given the non-partisan requirements for the position, which is necessary for the functioning of governance.

Agency for National Facilities Management

The Agency for National Facilities Management is responsible for the ownership and maintenance of the Government of Urcea's physical structures, including office spaces, monuments, the Julian Palace, and other facilities located throughout the nation. It is not, however, responsible for the administration of the nationally-owned hospitals nor for the operation of the nation's military bases.

Department of Facilities for the Pale and the Archduchy

The Department of Facilities for the Pale and the Archduchy (also known as the DFPA) provides management for the buildings and lands owned by the government in the Archduchy of Urceopolis, primarily including the Julian Palace and the Concilium Purpaidá offices, but also national monuments such as the Caroline Arch and Royal Green. It is also responsible for the maintenance of historical sites (such as the Levantine Forum in concert with the Collegium Scientificum if the site has ongoing archaeological operations.

Department of Facilities for the King's Offices in the Provinces

The Department of Facilities for the King's Offices in the Provinces (also known as the DFKOP) provides management for the buildings and lands owned by the government outside the Archduchy of Urceopolis. This includes various administrative structures as well as for district offices of members of the Concilium Daoni.

Agency for the Administration of the Royal Treasury

The Agency for the Administration of the Royal Treasury is directly responsible for government disbursements, receipts, accounting, financial reporting, and general management for the Royal Treasury and the taxation collected via the Department of Administration of Tax Collection and Receipts. Unlike other agencies, the position at the head of this Agency is called the "Royal Comptroller", and that position is typically viewed to be a "higher post" than typical superintendent positions throughout the Royal bureaucracy.

Department of Administration of Tax Collection and Receipts

The Department of Administration of Tax Collection and Receipts (usually commonly referred to as DAT, or "Department of Administration of Taxes") is responsible for collecting taxes and administering the nation's tax law. The duties of the DAT include providing tax assistance to taxpayers and pursuing and resolving instances of erroneous or fraudulent tax filings.

Agency for Management of the Royal Household and Councils

The Agency for Management of the Royal Household and Councils is the human resources department for most of the employees of the Government of Urcea, including the Concilium Daoni, Concilium Purpaidá and its Ministries, as well as employees of the Royal household, including maintenance and custodial staff. The Agency is not responsible for human resources for the Armed Forces of the Apostolic Kingdom of Urcea, which is managed by a part of the Ministry of the Armed Services.

Department of Administration of the Royal Councils

The Department of Administration of the Royal Councils directly manages the human resources and personnel concerns of the Concilium Daoni and Concilium Purpaidá, including managing the salaries of legislative employees as well as the Delegates and Ministers themselves.

Department of Administration of the Royal Household

The Department of Administration of the Royal Household directly manages the human resources and personnel concerns of the employees of the Apostolic King of Urcea's household, including the maintenance, custodial, and professional staffs of the King.

Office for Administration of the Royal Aid

The Office for Administration of the Royal Aid is responsible for the administration of the various welfare programs created and administered by the Government of Urcea. The Commissioner for Administration of the Royal Aid and his Office work closely with Catholic Charities and other organizations through the Royal Aid Liaisons in order to provide the most efficient aid to the needy. The central branch of the Office is responsible for preventing an inefficient overlap of services and is additionally responsible for measuring outcomes and making recommendations to the parts of the Office in order to improve their outcomes.

Agency for Old Age Insurance

The Agency for Old Age Insurance administers Urcea's Old Age Insurance (OAI), a program that provides matching grants to the provinces providing for old age insurance. For Urceans that did not qualify to receive pensions from their guild or are independently wealthy enough to meet certain income minimums adjusted by region, the Old Age Insurance program provides subsidies to senior citizens - defined as 70 years or older - to reach 125% of the regional poverty line.

Department for Tax Remediation

The Department for Tax Remediation is a program set up to adjudicate cases between the Department of Administration of Tax Collection and Receipts and subjects who are "behind" on their taxes. The Department is specifically designed to help Urceans avoid bankruptcy or jail-time by reaching settlements between Urceans and the DAT. In these cases, it also investigates potential filing errors in order to help both the DAT and Urceans reach a satisfactory settlement.

Department for Subsidy Aid for Families with Dependent Children

The Department for Subsidy Aid for Families with Dependent Children is responsible for administering the program its named for, the Subsidy Aid for Families with Dependent Children (SAFDC). SAFDC provides direct subsidies to families (defined as a married couple with one or more children) up to 125% of the poverty line in Urcea. The Department oversees the direction of subsidies, ensures fraud and abuse are prevented, and investigates cases of disputed income. The SAFDC program is specifically aimed at helping provide for housing and living expenses where not provided for by the Royal Food Subsidy and public housing programs.

Department for Aid to the Unemployed

The Department for Aid to the Unemployed is responsible for administering unemployment benefits to those who have recently lost work. The Department also works with the Office for Labor Relations and Development Aid (OLRDA) under the Ministry of Commerce to place individuals on unemployment in potential job opportunities, and also works with the Collegium Scientificum through OLRDRA to develop education programs for the unemployed that teach new skills and improve their potential of finding jobs.

Department of the Royal Aid Liaison

The Department of the Liaison to Catholic Charities is responsible for coordinating the efforts of the Agency with Catholic Charities and the Provinces, and, consequently, oversees the Ministry's efforts in homelessness remediation. The Ministry does not maintain nationally-owned homeless shelters, but rather works with the provinces and Catholic Charities to place homeless individuals in shelters run by localities or by the Church. The Department typically receives requests from Department for Aid to the Unemployed identifying newly homeless unemployed Urceans which it is responsible for finding an appropriate, local shelter for. The Department of the Royal Aid Liaison also works closely with the Office for Administration of the Royal Housing by finding openings for eligible public housing units for those currently in shelters. The Department maintains a database of the homeless in Urcea, where they are sheltered, and works with the aforementioned agencies to keep track of the homeless and hopefully move them on to gainful employment, self-sufficiency, and appropriate shelter.

The Agency for the King's Health Aid Administration is responsible for the administration and provision of the King's Health Aid (KHA), the publicly funded health care service in Urcea. Urcea's healthcare law requires that every individual be covered with basic health insurance but does not require participation in the King's Health Aid, though approximately 65% of the population use the system. The KHA is directly funded by the Urcean government and appropriated for in the annual budget, and the principle aim of the system is to provide "free healthcare at the point of use" for its participating members. The KHA administration owns few of the nation's hospitals, as most are privately owned, owned by the provinces, or most commonly operated by the Catholic Church.

Department for Hospital Facilities Management

The Department for Hospital Facilities Management is responsible for ownership and physical maintenance of the 22 nationally owned hospitals throughout the Apostolic Kingdom. It provides on-site maintenance and custodial responsibilities and also negotiates contracts on these duties out when necessary.

Office for Administration of the Royal Housing

The Office for Administration of the Royal Housing has two primary responsibilities, the first of which is administering the various public housing programs and subsidies that exist in Urcea. Its second primary responsibility is as the major regulator of housing and community issues, which it does through the auspices of the Agency for Urban Development.

Office for Territorial Management

The Office for Territorial Management is responsible for handling local governance issues with the nation's various associated states and territories, and also works closely with the His Majesty's Armed Forces regarding the governance of the nation's military districts. In 2016 it was created to replace the Ministry of Overseas Territories.

The Department for Economic Development in Talionia is responsible, alongside the Ministry of Commerce for the implementation of economic and trade policy in Talionia. While the Commerce Ministry determines the overall policy in conjunction with the Minister of Overseas Territories, the Manager of Economic Development in Talionia puts the broad policy aims into place with specific goals and economic management.

Department for Infrastructure in Talionia

The Department for Infrastructure in Talionia is responsible for the creation and maintenance of public infrastructure, especially transportation infrastructure, in the Kingdom of Talionia. Since the increase of trade overland with Caphiria after the Assumption Accords, this Department has seen an increased need for maintenance of its highways and railways.

Agency for Administration of the Far Western Territories

The Agency for Administration of the Far Western Territories is responsible for overseeing the Kingdom's policies with relation to its holdings in and around Crona as well as the Kingdom of New Yustona. Although there is no official link established between the Agency and the Ministry of State, these two branches have been working in tandem since the beginning of The Deluge due to the critical importance of administrative and diplomatic overlap. The Agency has also been working closely with the armed forces over the administration of Cetsencalia and the Unnuaq Chain.

The Department for Charter Cities is responsible for coordinating the trade and domestic policies of Housatonic and Pachaug within the Ministry and with the Ministry of Commerce.

Agency for Administration of the Insular Territories

The Agency for Administration of the Insular Territories is responsible for crafting the Apostolic Kingdom's administrative, economic, and trade policies in Port St. Brendan and Medimeria, and is subject to the direction of the Minister and Procurator. The Superintendent for Administration of the Insular Territories directs two subordinate departments, one for each island.
