Xūrosar (English: Kingston ) is the second-largest city and principal port in the Kiravian state of Castera. Located at the mouth of the Navēsin River on the coast of the Kilikas Sea. It was founded during the Cromwelute Wars as a Commonwealth fort and naval harbour dedicated to High King Ruarí mac Duinnshleibe of Dáltìre and Emperor Carticus II as King of Éorsa (a subsidiary title of the Coscivian Emperors).

Svéntren was founded in {{H:title|1837 AD|21017}} at the behest of Vistur L.R.A. Svén, the Delegate representing Wintergen in the [[Federal Stanora]]. Noticing that his constituents were having difficulty adjusting to the urban environments of [[Valēka]] and [[Béyasar]], where they had arrived after being deported from their home island, Svén introduced the Wintergen Expellee Accommodation Act, which appropriated ◊3,500 for the purpose of purchasing land where the refugees could live more comfortably. Svén had himself appointed as the sole member of the Select Committee on Refugees and visited several locations in [[Kiygrava]], [[Mariava]], and [[Fariva]] before choosing a tract of coastal land in County Koffin. Refugees trickled in during the early autumn of that year and quickly went about constructing log cabins, as they had long done in Wintergen's lumber camps. The residents took to calling the encampment "Svéntren", literally "Svén's Tract" or "Svén's Homestead".
 
The expellees from Wintergen arrived at Svéntren believing that their situation was temporary, and that the Kiravian Navy would soon recapture their island and allow them to return home. As such, they were content to live off of charitable donations from other patriotic Kiravians and stipends granted to them under the Wintergen Expellee Accomodation Act, and did not bother to bring any of Svéntren's land under cultivation or establish any other means of self-sufficiency beyond some low-intensity fishing. But as the 210th century bore on, most of the original expellees realised that they would not see Wintergen liberated in their lifetimes. Many of the expellees and their first-generation descendants born in [[Great Kirav]] sought outside employment, and many eventually left the community for destinations as far-flung as [[Porfíria]], [[Thýstara]], and the [[Sakhalin Islands]]. Still, about as many chose to stay in Svéntren and take up agriculture or fishing or travel to nearby towns as labourers.

Deneva's strategic location on the River Tróra, built on undulating hills at the rocky fall line separating the Aterandic Piedmont and Bayland regions of Ventarya, provided a natural nexus for the development of commerce. Over the course of Kiravian history, even as trade patterns have shifted and new modes of transportation have evolved, the city has always been a transport hub, first for riverborne commerce, then for railways that brought Southern produce North and Northern manufactures south, and later for interstate highways, up to the present day.

Located across the Snávin Strait from [[the Cape]], it is a major port of entry to the Kiravian Federacy and a conduit for trade with the Cape and Paulastra.
 
Sarípáuv was established on June 2, 1674, and was intended as a trade outpost for Kiravia on Æonara. Located in a bay that had natural defenses and sitting at the southern approaches of the Snávin Strait, this small outpost quickly developed into a large town within a generation. Kiravia mobilized significant military and economic support for the fledgling city, and fearing an attack on the part of forces from Crona, construction began on the [[Snávin Wall]] in 1729. This fortification was massive, but it was not a literal wall. Instead, it was a series of fortifications going north from Sarípáuv to [[Kaesek]]. The Snávin Wall was made up of fortresses, batteries, artillery, barracks, and military roads, taking over two decades to complete. Employing thousands of workers, Paulastrans was introduced into the workforce in 1735 to speed up the completion of the project. In 1756, the project was completed. In that time, Sarípáuv had grown from a large town into a city, and ships traveling from Crona to other continents were forced to pass through the city. Paulastrans who had worked on the Snávin Wall had moved into the city, and very quickly the character of the city changed. What was before a mostly an ethnic Kiravian settlement was now transformed into a multi-national city. Portions of the city became home to various ethnic groups who spoke their mother tongues, and racial conflict soon developed. Paulastrans, who were treated as cheap labor, quickly grew into the largest minority. Kiravians, insecure at the top, reacted by force. However, in 1774, on the city's centennial, it was reported in local newspapers that Kiravians barely held onto a majority, and Paulastrans were quickly growing as a minority.
 
New industries came to Sarípáuv around this time. Although international shipping was the largest employer, whaling and fishing grew steadily as well, and this brought canning and more Paulastrans. The Industrial Revolution hit the city around this time as well, with mechanization of industries seeing fewer Kiravians in essential positions, replaced with low-level automation or Paulastrans. Local newspapers even nicknamed the city Sar-i-Pául due to the situation, and in 1820, when Paulastrans became one of the largest groups in the city. Although Æonaran Coscivan quickly became the dominant language, Paulastran was also widely known by much of the population. Æonaran Coscivians, Umcaran Coscivians, Paulastrans, Sinyolans, and Kir peoples made up the fabric of Sarípáuv in 1820. In 1848, protests took place in the city, demanding union rights. The [[Sar-i-Pául Revolt]] took place from May 1848 to February 1849, forcing the city government to make significant changes to its charter. On February 14, 1849, Sarípáuv was formally renamed to Sar-i-Pául. At this point, Paulastran saw 95% of the population having a "good command" of Paulastran", including 72% of the Coscivan population. This situation remained stable for over a century. In the 1940s, following the conclusion of the [[Second Great War]], much of the Snávin Wall fell into disrepair, and while ethnic conflicts disappeared, post-war development erased the violence.
 
In the modern-day, Sar-i-Pául is a unique city and is often regarded as the financial capital of Æonara. Although the Snávin Wall is now gone, trade with the Cape and its economic prosperity has continued. The [[Port of Sar-i-Pául]], officially established in 1986, remains a frequent port of call for vessels traveling from Crona to other continents to the east. [[Sar-i-Pául International Airport]] is also a common layover location for aircraft traveling between Crona and Levantia. The service sector after the 1940s quickly became the dominant industry in Sar-i-Pául, with restaurants, bars, clubs, and adult entertainment being popular. Luxury goods are also popular in the city, with local brands often sold across Kiravia. Despite past conflicts, Sar-i-Pául has a proud cultural and civic tradition, its heritage as a multi-cultural city often superseding the historic stereotype of interracial strife. Instead, it is a center of international trade and regional culture.

Urcea has a universal multi-payer health care system paid for by a combination of statutory, state-funded health insurance officially called King's Health Aid (KHA) and private health-insurance. The system, which provides a public health insurance option, sees approximately 65% of citizens using the KHA System and the remaining percent using private health insurance plans. In the 2014-15 fiscal year, expenditures on the King's Health Aid was approximately $4.3 trillion dollars, or around 6% of the GDP and around $3,024 per capita.

In 2020, Urcea ranked highly in the world in life expectancy (80.5 years for men). It had a very low infant mortality rate (4.1 per 1,000 live births), and it ranked highly in the number of practicing physicians, at 3.7 per 1,000 persons. While outcomes, hospital wait times, and quality of care in Urcea are all considered to be "very good", the nation's healthcare system at times has come under criticism for its adherence to Catholic social teaching, and LGBT advocates as well as pro-choice advocates ranked it the "Most Regressive Healthcare System in the World" in 2021 due to the illegality of abortion and contraceptives, among other practices.

History

Prior to the enactment of the King's Health Aid Act of 2007, Urcea's healthcare system relied primarily on private health-insurance and a series of safety net health insurance programs for the poor and elderly. Healthcare coverage was provided through a combination of private health insurance and this public health coverage system. Guilds made up the largest share of private insurers, but a minority of guilds had the requisite members and funding to self-insure. Despite the emphasis on private coverage, in 2003, 64% of health spending was paid for by the government, and funded via programs as mentioned in addition to the Children's Health Insurance Program, and the Veterans' Health Department. People aged under 65 typically acquired insurance via their or a family member's employer, by purchasing health insurance on their own, or were uninsured. Health insurance for public sector employees was primarily provided by the government in its role as employer. Healthcare was a major issue within the context of the politics of Urcea, with the National Pact supporting deregulating and market-based solutions in order to drive down costs, and the National Commonwealth Party supporting a universal single-payer system. The ascension of Michael Witte to NDP leadership and, eventually, the office of Procurator brought about a major change in the political discussion, as Witte supported a multi-payer system with the "public option" government insurance joining the myriad of private insurers in order to create the "best of both worlds".

The Witte administration crafted, and managed to pass through the Concilium Daoni, the King's Health Aid Act of 2007. The bill combined all previous government health insurance programs into the King's Health Aid Administration, and dramatically expanded its funding in order to have it be a functioning competitor within the insurance marketplace. The Act came into effect in 2010, by which time a slim majority of Urceans had enrolled. A 2012 report issued by the Royal Administration called the program an "unmitigated success", improving healthcare outcomes and dramatically reducing the government economic impact and cost to the average patient. Enrollment in the program reached 60% of Urceans in 2028, and reached 65% by 2015. The availability of public healthcare lead to some guilds eliminating their self-insurance program, but 10.4% of Urceans were covered under their guild's health insurance program in 2015.
