The Civilian Advisory Board of Occupied Varshan (CABOV) is a commission of several notable Varshani civilians, most of whom were opponents of the regime prior to its downfall. CABOV was established in July [[2027]] for the purposes of having public input in the ongoing occupation and reconstruction of the country. In June [[2028]], the occupying powers gave CABOV the ability to form a "shadow cabinet" with some limited input over the administration of the state, and also allowed for the diversion of some collected taxes to CABOV. CABOV, at this time, took on the common designation of the "Advisory government" - while it does not hold sovereignty nor serves as a true provisional government, it presently serves as the only recognized legal entity representing the Varshani people.
