League-occupied Varshan is the administration of Varshan from its 2024 defeat in the Final War of the Deluge. he victorious League members asserted joint authority and sovereignty over Varshan as a whole, defined as all territories of the former Worshipful Realm of Varshan excluding those separated by the Treaty of Electorsbourg. The five powers divided "Varshan as a whole" into five occupation zones for administrative purposes under Urcea, Kiravia, Daxia, Alstin, and Cartadania. This division was put in place in June of 2024 and ratified at the Treaty of Electorsbourg. In addition to the five occupation zones, a sixth zone for Anzo - declared a city under international supervision - was created under the joint military administration of the five League members and the political administration of the Protected Lands and Sea Lanes Authority of the League of Nations. The occupation is currently ongoing, making it the longest multinational occupation of a country in history. Although initial estimates hoped to end the occupation by 2030, the process of physically and culturally rebuilding Varshan has been one of the most extensive and complicated in world history. The occupation's primary goals are far reaching, not only deconstructing the governing apparatus of the state and rebuilding its infrastructure but also implementing a complete cultural revolution undoing the influence of both slavery and the caste system. Additionally, some of the allied powers have been working to purge the most harmful elements from Arzalism, while others have been working to replace it entirely.

International Committee for the Reconstruction and Administration of Varshan
The International Committee for the Reconstruction and Administration of Varshan (ICRAV) is the central organ responsible for the governance of occupied Varshan. It consists of five representatives designated by the governments of Urcea, Kiravia, Daxia, Cartadania, and Alstin and is based in Anzo. It serves in both the legislative and executive capacity for the occupied Varshani state. ICRAV is overseen by a Chairperson, a position which rotates on an annual basis. ICRAV is functionally seen by the League of Nations as the present entity holding sovereignty in Varshan.
ICRAV Administration
Under ICRAV is a number of administrative departments responsible for various day-to-day needs of the state. While much of the functional administration of Varshan happens on a zone-by-zone basis, throughout 2027 and 2028 the five occupying powers agreed to transfer some responsibilities to a national level. These are referred to as the "functional departments". The functional departments are joined by a number of "collaborative departments", who are largely responsible for gathering information and policies from the zone occupation authorities for non-oversight review by ICRAV. The collaborative departments can issue best practices and non-binding guidance to zone authorities based on agreements formed by ICRAV.
There are five functional departments:
* Department for Currency and Trade Development
* Department for Extradition and Justice
* Department for Standards and Measures
* Department for the Treasury, Grants, and Aid (TGA)
* Department for Anzo Reintegration
And four collaborative departments:
* Department on Cultural Development
* Department on Religious Affairs
* Department on Economic Reconstruction
* Department on Institutional Reconstruction
Advisory government
Advisory government
The Civilian Advisory Board of Occupied Varshan (CABOV) is a commission of several notable Varshani civilians, most of whom were opponents of the regime prior to its downfall. CABOV was established in July 2027 and given funds to form a shadow government in June 2028. CABOV, at this time, took on the common designation of the "Advisory government" - while it does not hold sovereignty nor serves as a true provisional government, it presently serves as the only recognized legal entity representing the Varshani people.

Its primary responsibility is to give input and advice to ICRAV, and its shadow cabinet members give input to various administrative departments.
