Throughout [[2028]], [[2029]], and [[2030]], ICRAV entered an extensive period of negotiations with the occupying powers to gain some central authority over the Varshani state while respecting the particular missions of the occupation zones. In May 2030, it reached an agreement with all five powers whereby it would become central clearinghouse for most international aid (excluding occupier-to-zone grants) and would have authority to issue currency in exchange for taking over all extradition and trial related matters. The latter of which had incurred significant costs to the occupying powers, and although it would be incur cost to ICRAV, it nonetheless had the practical effect of internationalizing the continued prosecution of justice within Varshan. ICRAV also waived a significant amount of taxes owed from the zones (per the original League of Nations international law) in exchange for the ability to implement standardization of various measures in Varshan, including, but not limited to, units of measure, railroad gauge, roadway size, and a broad number of other areas requiring numerical standardization for proper functionality. | |||
