The ranking system is maintained by the Ministry of Diplomacy and used by the Caphirian government for purposes including administration, commerce, transportation, tourism, education, and more. Cities in different tiers reflect differences in consumer behavior, income level, population size, consumer sophistication, infrastructure, talent pool, and business opportunity.

At present, there are 5 tiers (A, B, C, D, X) with varying degrees of detail.
