The Woqali of Tierrador (Qabóri: Woqaliaí le Terranóc; Youkafee: Woqalat Tyerranóc, Tauçan: Awááscali Osbétik), also styled as the Emperor/Empress of Crona (Qabóri: Atcásaw le Qôranóc; Youkafee: Attasacá Korunóc, Tauçan: Crútawi Escùùmatai), is the hereditary monarch and head of state of Tierrador. The Woqalate Charter defines the Woqali as an ultimate symbol of Crona, whose power is derived from the will of people with whom sovereign powers reside. Article IV of the Woqalate Charter governs the line of imperial succession, locking it solely to members of the House of Woqelee, the nation's ruling house. The Woqali, as the head of state, also serves as the head of the ruling house, and by way of the Woqalate Charter, the Woqali is immune from prosecution. According to Qabóri folklore, the position of the Woqali was established in approximately 12,500 BC, during the supposed beginning of the Aonaali Woqalate. Officially, however, the office was established on the Qabóri Reform on April 9, 62 AD, by the first iteration of the Woqalate Charter.

Historically, the role of the Woqali was fairly similar to that of a standard imperial ruler. The Woqali served as both the head of state and head of government, the commander-in-chief of the Tierradorian Defense Forces, and the speaker of the Qangreč. However, following the Woqelee Reinstatement in 1989, the Woqalate Charter was heavily altered to include the responsibilities of the Qaphenć, which saw some of the powers being stripped from the position of Woqali. Today, the Woqali does retain much power. By serving as the head of state, the Woqali is able to appoint and remove the Qaphenć, dissolve the Qangreč, and issue a Crown Order, though this must be countersigned by the Qaphenć. For the most part, executive authority is to be vested in the Woqali, therefore the Woqali must approve and sign all laws into effect, as they are also part of the Qangreč. While the power for these acts stems from the Tierradorian people through the constitutional conventions of democracy, executive authority remains vested in the Woqali and is only entrusted by the sovereign to the government on behalf of the people. This underlines the Woqali's role in safeguarding the rights, freedoms, and democratic system of government of Tierradorians, reinforcing the fact that "governments are the servants of the people and not the reverse".

The Woqali is officially referred to also as the "Emperor/Empress of Crona," "Chief of Qabór," and unofficially as the "Emperor/Empress of the Songun" and "Grand Marshal." During the Walakee State, the title was renamed to "Grand Woqali." Currently, Mokhar III is the Woqali of Tierrador, who has held the throne since October 22, 2023.
