The Chancellor of the Royal Treasury and Temporary President and Majority Leader of the Common Council usually referred to just as Chancellor and Temporary President is, alongside the Procurator, the head of government of the Apostolic Kingdom of Urcea. The Chancellor and Majority Leader directs the legislature, and together with the Conshilía Purpháidhe which they nominate, are, depending on the role of the individual Procurator and Chancellor, collectively accountable for their policies and actions to the Monarch, to the Concilium Daoni, to their political party and ultimately to the electorate. The current office is considered to have been formed during the Second Caroline War, and most begin to date the "Premiership" model Chancellorship from 1845 aggregating the two offices of Chancellor and Temporary President.

Powers and Duties

Chancellor

The Chancellorship is the widest reaching and most powerful of the offices held by the Chancellor and Temporary President, as it is the one by which he or she can control the Conshilía Purpháidhe, and by extension, widely influence the Government of Urcea. The Chancellor has power to nominate the Ministers of the Purpaidá on constitutional advice. Though the Chancellor has no formal authority to direct members of the Purpaidá, his or her choice of Ministers is greatly influential over national policy decisions, and as members of the same party the Chancellor has broad influence over the decisions of the Ministers. The position originated as, essentially, the Procurator's chief of staff for management of the treasury during the late medieval period.

Temporary President

By merit of his or her position as Temporary President of the Common Council, the Chancellor has wide-reaching authority over the operations of the Concilium Daoni. Beyond the procedural responsibilities of the post, the office of Temporary President controls which bills can come to the floor, controls committee assignments, and can allocate staff funding for the party conferences. The Temporary President is also the source of final approval for legislative funding grants, and has control of office allocations for the members of the Daoni. The position was created by the Daoni at the beginning of the early modern period as a full time replacement for the Procurator, the nominal presiding officer of the body.

Majority Leader

The position of Majority Leader of the Concilium Daoni gives the Chancellor wide latitude over the political positions and legislative decisions of the majority party conference. As Majority Leader, the Chancellor oversees the political direction and public narrative taken by the majority party conference, selects members to be the public face of issues, and serves as the final decision-maker as to the formal bills adopted by their party as policy proposals. The Majority Leader also has considerable influence over party primaries and which members receive the support of the party apparatus and which do not.
