The Goldstein Acts are a set of acts currently under consideration by the Cartadanian National Congress in reference to its end-of-year 2025 commitment to provide for the ascension of Cartadania's territories to states. As of 30 October, the admission will be a rolling period of no more than five years and will be divided across three phases, the first of which is Goldstein Act One. The first act will provide for the admission of The Solemias and Santa Domenica as the Commonwealth of Solemia and State of Santa Domenica, respectively. Congress has purposely selected these two territories first due to their populations. Upon admission, they will be the least populous and fifth-least populous states respectively until Goldstein Act Two is passed. The first portion of the act is set to go into force on 1 January 2026, making Solemia the first new state since the 1995 partition of Roma into Alta Roma and Baixa Roma. The latter portion of the act is planned to go into force on 1 July 2026, admitting Santa Domenica as well.

The act will essentially eliminate the territorial designation in Cartadania aside from newly acquired territory after the final Goldstein Act is enacted. There are some differences among them, for example, Act Two accounts for Ciulaga and Santa Elena. It has been suggested that they be combined into a single entity due to their size and population as opposed to two separate states. Likewise with Act Three, which addresses Lotoa and Providência, while Lotoa is remote enough that it will have to become its own state, some senators are suggesting merging Providência into either Milan or São Ricardo. Because only Act One has been written as of 1 November 2025, it leaves Congress, the respective jurisdictions, and their committees time to review options aside from statehood.
