The Cartadanian National Congress (Cartadanian: Congresso Nacional Cartadaniano) is the federal, bicameral legislature of Cartadania. It is composed of the Senate and Chamber of Emissaries. The Congress is composed of 648 voting members, with 114 members in the Senate and 534 in the Chamber of Emissaries. In the event of a tie in the Senate, the Vice President is allowed to cast a tie-breaking vote, a situation that has not occurred since the 1950s. Both houses are directly elected, though the system which is used may vary in several states.

Emissaries are elected to serve a two-year term, beginning every other January. The Allen Act of 1834 established the number of emissaries in the Chamber at 535, although the final seat is left permanently vacant as a result of Cartadania ceding Bicariana to Urcea. The Valdez-Conley Act requires that the emissaries are elected from single-member constituencies or districts, with the districts being apportioned among states and territories by population every ten years using census results. It is required that each state has at least one emissary.

Senators are elected at-large in their respective states for a six-year term, with terms staggered so that every two years approximately one-third of the Senate is up for election. Each state and territory is assigned three senators, regardless of their population or size, resulting in a total of 114 senators representing the 37 federal units of Cartadania. In addition, governors may fill Senate vacancies through appointment. Elections are held every even-numbered year on the first Tuesday in October, which is known as Election Day.
