The Secretary-General of the Executive College (Ēvsidának Vekturxóstrel), also translated as General Secretary, is the highest-ranking non-elected official in the executive branch of the Kiravian federal government, ranking third in the order of precedence and order of succession after the Prime Executive and Second Executive.

The Secretary-General manages the routine business of the Executive College itself and serves as the chief administrator of the executive branch, overseeing agencies such as the Government Provisions Administration and Bureau of Personnel Management that support the general operations of the federal bureaucracy.

Beginning intermittently from the [DECADE]s, and by convention since the Rump Republic, the Secretary-General also holds a concurrent appointment as Secretary of the Exchequer and Management, the Federacy's finance minister. The two offices remain formally distinct but have been fully fused in terms of actual operation since the Restoration.

History

The role of Secretary-General evolved from that of the Cabinet Secretary during the Confederal period. Originally, the Cabinet Secretary was merely the recording and corresponding secretary to the Cabinet and had no governmental authority. Although the first two appointees were men, the position was thereafter mostly granted to the daughters and nieces of influential personages as a political favour. As the confederal government developed, the Cabinet Secretary began to acquire a measure of real political influence by virtue of their role as corresponding secretary - in working with members of the Cabinet to draft correspondence with officials such as the Grand Admirals, territorial governors, and postmasters, the Cabinet Secretary came to be relied on as an advisor rather than a mere functionary.

Under the first iteration of the Federalist constitution, the Cabinet was transformed into a more formal and powerful body, the Executive College. The Cabinet Secretary evolved into the Secretary of the College and took on greater responsibility for managing the College's business, directing meetings, and administering votes. The (relative) political centralisation that occurred during this period and the growth of the federal bureaucracy resulted in a massive increase of the College's workload and the importance of the Secretary's role. Gradually, responsibilities relating to the upkeep of government offices and certain personnel matters were delegated to the Secretary.

The appointment of Secretaries of the College became subject to confirmation by the Stanora in 21XXX.

With the Zth Amendment in 21XYY, the Cabinet Secretary became a full voting member of the Executive College as the Secretary-General, and was accorded certain procedural powers.

Due to significant functional overlap, dual appointments as both Secretary-General and Secretary of the Exchequer began in 21XZZ and became increasingly common thereafter. By the time of the Federal government's exile to Æonara in 21BBQ, this had become a settled convention and has remained so since the Restoration. Today the Secretary-General is a prominent figure and well-known to the Kiravian public, though less so than the Chief Defence Executive and Chief State Executive. Most Secretaries-General since the Restoration (Xosmipelan being a notable exception) have sought to maintain public perception of the Secretary-General as a minimally partisan figure by avoiding overtly party-political activities while in office and resigning their post before standing for elected office.
