Whiteglen, officially the Glenner Urbs, is a small condominium of Fiannria and Faneria, located on the western bank the two states' mutual border on the Torr River. It was created as a result of a border dispute about the Second Great War border between Faneria and Fiannria, as the stipulations of the Second Treaty of Gaoth specifically stripped conquered territories of Fiannria of their status as a province of Faneria and required the 'return of all lands under the administration of Republic of the Eastern Gaellige'; however, the puppet state did not own Whiteglen, which had been annexed by Faneria in 1939 to match its border to the Abhain Torr. Mediation was eventually settled by the creation of a dual government.

Whiteglen uses both the Taler and Barra, with the Thaler being the preferred form of cash. Surplus taxes in the city are paid to Fiannria, while both Faneria and Fiannria equally split the cost of aid in case of a deficit. Faneria and Fiannria's heads of state mutually approve a locally elected mayor to serve as both leader of the city of Whiteglen and political leader of Whiteglen. The state has its own police, but no military, and does not conduct any sort of foreign relations beyond encouraging tourism.
From 1947 to 1998, Whiteglen was a popular tax haven, as taxes were split evenly between Faneria and Fiannria, with Faneria responsible for administrative costs and upkeep. This created a complicated tax system that made the Bank of Whiteglen a prominent financial institution. Whiteglen's other main economic output was formerly farmed birch trees; since 1986, the land used for the trees has been bought up and the primary local output is now tourism and freshwater fish from the river.
Whiteglen is contiguous with the larger city of West Whiteglen, a minor city in Faneria resulting from the local population exceeding the capacity of Whiteglen. Transit between the territory and its two neighbors is controlled by the Civil Police to collect transit fees and prevent unchecked access between Faneria and Fiannria through Whiteglen.
