International charter city

An international charter city is a city and agreement in which a guarantor from a developed country would create a city within a developing host country. The guarantor would administer the region, with the power to create their own laws, judiciary, and immigration policy outside of the control of the host country.

Charter cities were initially created to be intended to benefit to citizens by giving them an additional option about what system of economic policies they want to live under. In their conception, charter cities would be able to adopt more pro-business policies than the host county due to greater investment potential as well as defense capabilities. Implemented policies would include lower taxes, less regulations, and protection of property rights, which would encourage international investment.

During The Deluge, three such cities were established in Crona. The cities of Pachaug and Housatonic became charter cities under Urcean jurisdiction, and the city of Shenendehowa Bay became a charter city under the jurisdiction of Caphiria. In 2030, Housatonic became the first former charter city to establish itself as an independent, sovereign state, following thirteen years of being governed by the charter.
