The Military Development Grants Program (Caphiric Latin: Programma Subsidiorum Bellicorum), also known as the Program of Military Subsidies, or PSB, is a massive joint initiative by the Government of Caphiria and the Imperial Armed Forces to drive innovation, promote competition, and achieve technological breakthroughs in the defense industry. Significant financial grants and resources are distributed to private companies, academic institutions, and individual inventors for the potential to significantly improve Caphiria's military operations and strengthen its military-industrial infrastructure. The PSB is a considered to be integral to Caphiria's military-industrial complex and plays an important role in shaping Caphiria's public-private military relationship.

The program has funded the creation of specialized Innovation Hubs across Caphiria, where researchers, engineers, and military experts can collaborate on projects with state-of-the-art equipment. These hubs are public-private military labs where private companies and government researchers work side-by-side. These labs focus on rapid prototyping and testing, ensuring that promising technologies can quickly move from concept to deployment. For example, Triton Innovation Hub focuses on naval military advancements such as next-generation submarines, stealth destroyers, and underwater drones. Another hub is dedicated to ground-based military advancements, including the development of exoskeletons for soldiers, armored vehicle upgrades, and enhanced infantry equipment for the Imperial Legion.

One of the PSB's most public-facing projects is the Militaris Consortium, a coalition of top private defense contractors, academic institutions, and military R&D units that share resources on projects of "national security and integrity." The consortium hosts annual conferences and hackathons to foster innovation and collaboration. Another project, Legatum Project, focuses on preserving and digitizing historical military artifacts and documents, using augmented reality (AR) to create immersive educational experiences for training new recruits and educating the public. However, some projects from the PSB are shrouded in secrecy; these classified projects, known as "Imperial Black Projects," are overseen directly by the highest levels of the military and government, often involving cutting-edge research in areas such as quantum computing, artificial intelligence, and advanced propulsion systems. Declassified projects have included developing sustainable energy solutions for military use, including portable solar power units, biofuel research, and energy-efficient propulsion systems, as well as a comprehensive missile defense system that integrates land, sea, and space-based assets; parts of the latter project evolved into the Trinity Defense System.
