The incumbent, Michael Witte of the Commonwealth Union, declined to run for a third term. The National Pact nominee, James Dynan, was elected Procurator. James Cossus Reed stood for Procurator for the first time. The election was held on the same day as the 2010 Urcean Concilium Daoni election, in which the Commonwealth Union won a victory in the Daoni.

It was anticipated that Witte would stand for the Commonwealth Union, but citing poor polling numbers and fatigue with his leadership, Witte elevated popular young Delegate James Cossus Reed to become Chancellor and Temporary President beginning in 2010.
