The '''Continental Diplomatic Arrangement Organization (CDAO)''' is a treaty organization on [[Sarpedon]] which sets forth rules and codes of conduct for interaction of nations between [[Sarpedon]] based on the terms of the Continental Diplomatic Arrangement, signed in 1970, between [[Caphiria]], [[Pelaxia]], and [[Volonia]]. [[Cartadania]], [[Aciria]], and [[Talionia]] were later signatories. It provides for a wide range of acceptable diplomatic actions taken between nations on Sarpedon, and particularly sets forth guidelines for the relationship between [[Caphiria]] and the other signatory members. The Arrangement also authorizes a wide range of domestic political and social interventions that the members may take within [[Caphiria]] and vice versa. While the Agreement itself does not set forth a trade agreement or further integration between its members, it provides for the methodology under which these agreements could be made.

The importance of the CDAO has been greatly disputed. Many scholars have argued that it exists as a method to legitimize traditional diplomatic activities between nations on Sarpedon - known as [[Continental Obligations]] - within the context of international law. Critics have argued that the treaty organization represents a legitimation of [[Caphiria|Caphirian]] dominance over Sarpedon, while proponents have argued that the relationship between its members is extremely nuanced. Other critics have argued that it represents an overly rigid form of diplomacy which does not allow flexibility that international events sometimes require. The Organization's delineated list of diplomatic actions has had the effect of making diplomacy on Sarpedon extremely formal.
