The Continental Diplomatic Arrangement Organization (CDAO) is a treaty organization on Sarpedon which sets forth rules and codes of conduct for interaction of nations between Sarpedon based on the terms of the Continental Diplomatic Arrangement, signed in 1970, between Caphiria, Pelaxia, and Volonia. The Arrangement was preceded by the 1970 Treaty of Gornja, which ended the recognition by the latter two countries of the Eastern Imperium. Cartadania and Lariana were later signatories. It serves as the legalizing document for Imperial Diplomacy, and provides delineation of specific allowable activates.
The importance of the CDAO has been greatly disputed. Many scholars believe that the system of Imperial Diplomacy as exists today is largely reinforced in the public imagination and political will by the Arrangement, though a majority believe that the Arrangement itself is largely legal cover for a series of traditional interactions which are as much as a millennia old. The majority view believes that the CDAO functions only as a means to provide cover for the traditional diplomatic system of Sarpedon within the context of modern administrative states.
