Alstin City is situated on Alstin Island in the central United Republic, towards the western edge of the Altaic Sea. The location, centered at the mouth of the Emporia and Ryefield Rivers, which feeds into a naturally sheltered harbor and then into the Altaic, has helped the city grow in significance as a trading port.

Its average annual temperature is above 21 °C (70 °F) during the day and 9 °C (48 °F) at night. In the coldest month, January, the average temperature is 12.6 °C (54.7 °F) during the day and 2.1 °C (35.8 °F) at night. In the warmest month, August, the average temperature is 31.7 °C (89.1 °F) during the day and 17.3 °C (63.1 °F) at night.

The administration of the City of Alstin is formed of two tiers: a citywide, strategic tier and a local tier. Citywide administration is the express prerogative of the Capital District government, while local administration is carried out by 42 smaller authorities. The District government, similar to the [[Government of Alstin|federal government]] and the various provinces, consists of three  branches: an executive branch consisting of the Mayor of Alstin and his or her appointees which head executive departments; a legislative branch consisting of the unicameral District Assembly; and a judicial branch consisting of the Alstin Supreme Court and lower courts.  
 
The headquarters of the District government is Alstin City Hall, located in Leman. Since 2024 the mayor has been Beverley Renton, the first mayor of direct-Audonian descent of a major Occidental capital. The mayor's statutory planning strategy is published as the Alstin Plan, which was most recently revised in 2023. The local authorities are the councils of the 42 Alstin boroughs, and are responsible for most local services, such as local planning, schools, social services, local roads and refuse collection; Services often provided through joint arrangements between the boroughs, as well as by funding from the District itself.

It is run by the Alstin Fire and Emergency Planning Authority, and is the fourth largest fire service in the world. The District Air Ambulance charity operates in conjunction with the DAS where required. Many government ministries and departments, as well as the president's residence at the Jade Palace, Paladine Hall (where Parliament meets), and the Palace of Tyrios (seat of the Supreme Court), are located across the city, with many of the aforementioned places being based in the Old City. The Capital District's Parliamentary delegation consists of 27 Councilors, elected from local parliamentary districts to serve on the National Council, and two Senators, elected from the District at-large to serve in the Senate.
As of December 2028, 17 Councilors and both of the District's Senators are from the Liberal Party, 8 are Conservatives, and two are Centrists.

Alstin City is the most populous city in the United Republic, with 7,342,969 residents incorporating more immigration into the city than out-migration since the 2000 United Republic census. Nearly three as many people live in Alstin City as compared to Riverton, the second-most populous U.R. city. Alstin City gained more residents between 2000 and 2020 (642,730) than any other U.R. city, and a greater amount than the total sum of the gains over the same period of the next three largest U.R. cities, Riverton, Wheatley, and Dalton combined.  


The city's population in 2020 was 34.9% White (non-Latinic), 22.3% Latinic, 21.2% Black or Audonian-Alstinians (non-Latinic), 16.8% Asian, and 0.8% Native American (non-Latinic). A total of 4% of the non-Latinic population identified as mixed race. Throughout its history, Alstin City has been a major port of entry for immigrants into the United Republic,  More than 18 million Levantine and Sarpedonic immigrants were received at Beacon Island between 1885 and 1915, with the term "melting pot" being first coined during this time to describe densely populated immigrant neighborhoods in Everton and Bradford.

Members of the National Pact believe that free markets and individual achievement are the primary factors behind economic prosperity. Despite pledges to roll back government spending, National Pact administrations have, since the late 1980s, sustained previous levels of government spending. The modern National Pact advocates the theory of supply side economics, which holds that lower tax rates increase economic growth. Many party members oppose higher tax rates for higher earners, which they believe are unfairly targeted at those who create jobs and wealth. They believe private spending is more efficient than government spending. Pact lawmakers have also sought to limit funding for tax enforcement and tax collection. Historically, the National Pact did not have an official economic platform as it was a political club aimed at increasing the breadth and depth of the [[Constitution of Urcea]]. Within the Pact, many factions formed during the 19th and early 20th centuries with radically different views on economics. The Pact's first platform, adopted in 1840, included a small section on increasing the economic productivity of the nation, but it largely included language urging the implementation of tariffs against members of the [[Holy Levantine Empire]] (in keeping with the [[Recess of the Julii]]) and creation of a more robust national railroad system. Only after the [[Second Great War]] did economic considerations enter seriously into the Pact's philosophy, as it began to softly reject the language in Quadragesimo anno as outmoded and "without scientific precedent" while still "lauding the intentions of the Pope" to call for a just economic system. The transformation was gradual, as the mainstream economic classical liberal position did not become the majority position until the party's 1980 platform.


Many Capital 500 corporations are headquartered in Alstin, as are a large number of multinational corporations. One out of tweleve private sector jobs in the city is with a foreign company. Alstin City has been ranked highly among cities across the globe in attracting capital, business, and tourists. Alstin's prominent role within the global advertising industry is metonymously reflected as Davidson Avenue, while the city's fashion industry provides approximately 160,000 employees with $9 billion in annual wages. The non-profit Alstin City Economic Partnership is the city's pre-eminent private business association, comprising approximately 300 corporate leaders in membership. The Pact believes in strong, but separated and balanced, parts of the Government of Urcea, a position which traditionally meant limitation of the powers of the Apostolic King but increasingly has meant opposing the growth of the powers of the Concilium Daoni as advocated for by the Solidarity Party. The modern National Pact is divided on the issue of the monarch and particularly the reign of Riordan VIII as it relates to his power in his overseas domains, with traditionalists decrying the King's "excesses" while the mainstream of the party adopting the position that late 20th century monarchs had become too removed from public affairs, opening the door for an increasingly populist public view of the role of the legislature.

Economic Policy

Members of the National Pact believe that free markets and individual achievement are the primary factors behind economic prosperity. Despite pledges to roll back government spending, National Pact administrations have, since the late 1980s, sustained previous levels of government spending. The modern National Pact advocates the theory of supply side economics, which holds that lower tax rates increase economic growth. Many party members oppose higher tax rates for higher earners, which they believe are unfairly targeted at those who create jobs and wealth. They believe private spending is more efficient than government spending. Pact lawmakers have also sought to limit funding for tax enforcement and tax collection. Inversely, the National Pact has put forward several proposals to create a "universal" tax scheme, as they believe the differences in tax structures between provinces, states, and crownlands inhibits the growth of free enterprise and creates confusion for business owners. The National Pact believes, to the extent possible, that the middle class and small business owners are drivers of the economy and must be empowered, both through low taxes and reduced regulation, to ensure national prosperity.

Members of the National Pact believe individuals should take responsibility for their own circumstances. They also believe the private sector is more effective in helping the poor through charity than the government is through welfare programs and that social assistance programs often cause government dependency. Specifically, the Pact aims to increase the "range and scope" of Catholic charity programs while reducing public programs for the same purpose via a policy known as "National-Church Partnership".

History

Historically, the National Pact did not have an official economic platform as it was a political club aimed at increasing the breadth and depth of the Constitution of Urcea. Within the Pact, many factions formed during the 19th and early 20th centuries with radically different views on economics. The Pact's first platform, adopted in 1840, included a small section on increasing the economic productivity of the nation, but it largely included language urging the implementation of tariffs against members of the Holy Levantine Empire (in keeping with the Recess of the Julii) and creation of a more robust national railroad system. Only after the Second Great War did economic considerations enter seriously into the Pact's philosophy, as it began to softly reject the language in Quadragesimo anno as outmoded and "without scientific precedent" while still "lauding the intentions of the Pope" to call for a just economic system. The transformation was gradual, as the mainstream economic classical liberal position did not become the majority position until the party's 1980 platform.
