San Lina, officially the City of San Lina, is the capital city, largest city, and seat of government of Puertego. The city is located on the coast of the Natiserve Bay in Puertego's Cantero peninsula state. It was founded in 812, to serve as the capital of the ancient Nokotan empire. The city has been the national capital of all Puertegan governments that followed the country's independence from Caphiria and has become the nation's primate city and its economic, industrial, and cultural center.

As the seat of the Federal government of Puertego, San Lina is home to many important institutions of the federal government, national monuments, and museums. This includes the capitol building, the Puertegan Supreme Court, the presidents residence and the headquarters of numerous government agencies. The city is where the Puertegan People's army bases most its institutions out of, however most of its operations are centered in and in the states around the Natiserve bay as to not potentially damage any infrastructure in or around the city, San Lina is home to the largest number of soldiers anywhere in Puertego with almost half the nation's armed forced being stationed there at any time.

The 2030 population for the city proper was approximately 5,670,800 across a land area of 3,432.9 square kilometers (1,325.5 sq mi). According to the most recent definition agreed upon by the federal and state governments, the population of the National Metro area, is 15,829,200. In 2030 reports showed that San Lina generated close to 15% of Puertego's GDP and exported 25% of total exports along with being the recipient of 82% of Puertego's investment, San Lina has a nominal GDP of $210.74 billion.

San Lina has long been a region that has desired greater autonomy that the federal government of Puertego didn't want to give it, however this changed with the creation of a new constitution under the Puertegan White Flag Communist party which turned San Lina from just the capital to a municipality in San Lina with its own special rights and privileges that are greater than those offered to states, however the city still has only a fraction of the rights afforded to many other municipalities in other countries and is just as politically repressed as the rest of Puertego with independent news outlets being shut down by the government often, people being charged with several things to keep them from criticizing the government or exposing corruption and much more.

Population

The population of San Lina is currently sitting at 5,670,800 living in the city proper and 15,829,200 living in more metropolitan areas with a large chunk living in shanty towns. The population of San Lina is almost entirely ethnic Puertgans though small Pelaxian communities exist in the city as well. The city is primarily young and male with the average age across the city being 22 and the population being a little under 52% male. The cities growth rate is estimated to be around 3.90% yearly with urbanization in San Lina being rapid and the metropolitan area expected to continue expanding rapidly to accommodate the growing population and economy.

All documents in San Lina are in Spanish and all inhabitants are required to learn Spanish in schools, almost the entire population of San Lina is a native speaker of Spanish though there is a very small minority of native speakers of indigenous languages who also make up the small minority of ethnically indigenous Puertegans living in the city.

San Lina is like most of Puertego in that it is almost universally Catholic with around 95% of the city following this religion though there is also a sizable Jewish population in the city and a small minority of atheists though they make up only 0.5% of San Lina's population.

San Lina has the lowest standard of living of any capital city on Sarpedon with around 45% of the population in the city living on $3.20 a day or less while income inequality remains some of the highest in the world. Slums and massive shanty towns are a large source of housing in San Lina with different shanty towns housing tens of thousands of people with the largest one in central San Lina estimated to have as many as 4 million residence living in it. There is often a lack of basic necessities in these areas with most lacking electricity and running water however the government has introduced programs to work with local communities to try and fix these shortages in the slums. Healthcare is also something severely lacking with there often being shortages of medicine, unsanitary and overcrowded conditions in hospitals, and long waiting lists, healthcare in San Lina is run entirely by the government and is supposedly free though many times patients have reported needing to bribe doctors to get prescriptions, private healthcare is banned by the Puertegan constitution which gives the government the sole right to provide healthcare. Average life expectancy in San Lina is 67 years old 5 years under the national average with the primary reasons attributed to this low expectancy being the heavy amount of pollution in the city and the high crime rate.

The economy of San Lina is largely dominated by private enterprises in the special investment zones (SIZ) set up in the city with them contributing to 75% of the countries GDP though there are still prominent government run companies in the city along with some small businesses owned by Puertegan natives, the primary source of employment in the city is manufacturing in the SIZs though a small service sector also exists primarily in finance, banking, and government run utility companies. San Lina has a tax rate of a flat 33.3% income tax along side value added taxes, sales taxes, and revenue from foreign investors renting land in SIZ's meaning San Lina ends up generating 22% of the national budget. The city is a large exporter of refined petroleum, metals, cement, textiles and the single largest importer of food in Puertego with it accounting for almost 66% of food imports to the country.

Tourism in San Lina is a steadily growing industry with many luxury buildings being built in the city to accommodate foreign tourists primarily high ranking Caphirians. While the government has officially been building things to accommodate these tourists such as many historical and cultural sites there is also a large industry of sex tourism among the tourists with an estimated 15% of money tourists spend in Puertego going to that industry, though prostitution remains officially illegal in Puertego multiple brothels remain allowed to exist due to the corruption in the police force which make a large amount of money by catering to foreign tourists.

San Lina has long been a center for various different criminal enterprises in Puertego with the city being known to possess dozens of small scale drug labs that export cheap heroin, flaka, and spice among other things to Caphirian, Cartadinian, and Pelaxian markets additionally this trade has allowed several gangs to come to power in the city and begin fighting with each other in the cities slums and poorer regions making the cities murder rate having been on the steady increase for most of its history with the current murder rate being 43 murders per 100,000 inhabitants, every year there is an estimated 1,850 murders is San Lina concentrated almost entirely in the slums. The city has also long been a hotspot of street crime like armed robbery, kidnapping, and burglary due to the widespread poverty among the population with it consistently ranking among the top 4 cities in the world for rates of those crimes and many others like rape and battery. Corruption is also a major problem in the city with the police force and administration being almost completely corruption and bribery, embezzlement, nepotism, and abuses of power being daily occurrences in the government.

The metro in San Lina has been operational since 1999 with it being price fixed in 2003 to accommodate the average Puertegan salary. The metro has 5 lines and 32 stations with an additional 8 being planned to be built in the near future, the metro covers a large part of the city with the central region of the city entirely covered and coverage being expanded further out to the eastern and western parts as well, all major sites in the city are covered and large settlements formal and informal also have easy access to the metro. The metro uses an integrated ticket system to combine the bus and taxi systems into one payment system.

San Lina also has a taxi service known as the San Linan Universal Taxi Service (SLUTS) ran by the government, the system started in 2010 in order to make safer ways of above ground transportation, the system has over 20,000 Standard People's Compact Vehicle ordered from Daxia to start the program which now includes over 300 transit routes, though they are cheap but feature poor driving habits. Fares are agreed upon before the passenger enters the taxi. the system has garnered a fair bit of controversy for the government using it as an excuse to ban ride sharing apps from Puertegan cities.

Airports

San Lina has the largest airport in the country in the Torres International Airport with the port reviving the majority of the cities domestic and international passengers. The city has five other airports around the city with an additional international airport currently under construction and expected to be operational in the next 3 years, the city has many additional runways in the areas around the city.
