Pasqual followed in his father's footsteps in creating a ''Condicio Princeps'' (Eng. Position of the heir to the throne (Prince)), essentially a whitepaper on how he planned to rule and the priorities he intended to pursue in the initial years of his reign.

The ''Condicio Rex'' was introduced during the process of selecting a new Great Prince in [[1985]] when it became clear that August II would not have an issue, and was rather unpopular. The [[Government of Burgundie#Executive Branch|Advisors of the Court of St. Alphador]] went through an arduous selection process and by the end of [[1987]] had still not found a suitable candidate and they adjourned for Christmas and New Years' holidays. On their return in mid-January of [[1988]] they received an unsolicited pamphlet titled ''Condicio Rex'' which laid out, in detail, the work of ruling. It was proposed by the head of the Palacin family, [[List_of_Rulers_of_Burgundie#Palacin_Dynasty|Maurice]], a descendant of the [[List_of_Rulers_of_Burgundie#Palacin-Diteaux_Dynasty|Palacin-Diteaux Dynasty]]. Being willing to commit to paper the tenets of his hopeful ascension made him appear to be a more stable candidate. He was interviewed and showed much promise despite being unpolished. He was offered to publish the ''Condicio Rex'' for public comment and to be received by the population, which he accepted. The public didn't quite know what to make of it and it was bizarrely received. When he announced he was abdicating 11 years later in favor of his son [[Pasqual I|Crown Prince Pasqual]], due to a rapid decline in health, there was a public demand for a ''Condicio Princeps''. As we prepare to enter into the 21st century it is important to understand the concept of Levantineism and how it operates in the greater world so that the Levantines can secure their place in the next century as they have in the past. This paper examines how the non-governmental elements of Levantine society can support centralized efforts to secure a safe and powerful role for Levantia, and her constituent nations, in the world. This paper, through qualitative interviews and literary review, illustrates a pathway for the citizens of Levantia and a framework for those who govern them to secure a leadership role for Levantia in the coming century.

[[Pasqual I]] was very pro-[[Levantine Union|Unionist]] during his rule, often deferring to strengthening the [[Levantine Union]] over the individual nations, cultures, economies therein. This was a divisive position within [[Burgundie]] but was very popular with the [[Urcea]]n political classes. His reign did much to reenforce the relationship between [[Burgundie]] and [[Urcea]] which had been damaged in the 1970s when the [[List_of_Rulers_of_Burgundie#Burgoignesc_Marius_Dynasty|Marius Dynasty]] broke ranks during the [[Occidental Cold War]] and warmed relations with [[Caphiria]].
[[Pasqual I]] was pro-[[Deric States]] mediatization into [[Lapody]] and [[Rhotia]] despite everyone else in [[Burgundie]] being against it.
