Alstin—Pelaxia Trade Promotion Agreement

The United Republic of Alstin—Pelaxia Trade Promotion Agreement (TPA) entered into force on April 2026. The TPA is a comprehensive free trade agreement that provides elimination of tariffs and removes barriers to U.R.A services, including financial services, machinery, vehicles, vehicle parts and integrated circuits. It also includes important disciplines relating to customs administration and trade facilitation, technical barriers to trade, government procurement, investment, electronics commerce, intellectual property rights, and labor and environmental protection.

It is estimated that when fully implemented the tariff reductions in the TPA will expand exports of U.R.A goods alone by more than $1.1 billion, supporting thousands of additional Alstinian jobs. Alstin and Pelaxia enjoy good commercial and investment relations as the presence of Alstinian companies, particularly in the mining sector continues to grow. It is expected that by 2030 the two-way merchandise trade between Alstin and Pelaxia will total more than $2.4 billion.

Alstinian major exports will include goods such as paper and paperboard, and vehicles. Alstinian major imports will consist of fruits, sugar, rubber, tea and textiles. Investments flowing from Alstin to Pelaxia will be primarily in the oil and gas and mining sectors, although important links also exist in the printing sector.

Key Points

A Level Playing Field

The TPA ensures that U.R.A companies in Pelaxia are protected against discriminatory or unlawful treatment, and provides a neutral and transparent mechanism for settlement of investment disputes. While the U.R.A has a agreed that Alstinian companies will have to operate under the Federal Working Organizations Act of 2010.

Commitments to Protect Labor Rights

The TPA commits both Parties to adopt and maintain in their laws and practice the five fundamental labor rights. Both Parties are also required to effectively enforce – and may not waive – labor laws related to fundamental labor rights. All obligations in the labor chapter are subject to the same dispute settlement procedures and enforcement mechanisms as the TPA’s commercial obligations. In addition, the U.R.A and Pelaxia governments also agreed on concrete steps to address long-standing issues of mutual concerns including violence against Pelaxian labor union members and inadequate efforts to bring the perpetrators of such violence to justice, and insufficient protection of workers’ rights.

Commitments to Protect the Environment

Both Parties also committed to effectively enforce their own domestic environmental laws and adopt, maintain, and implement laws, regulations, and all other measures to fulfill their obligations under covered multilateral environmental agreements. All obligations in the environment chapter are subject to the same dispute settlement procedures and enforcement mechanisms as the TPA’s commercial obligations.

Progression

Annual meetings were agreed to monitor objectives, and strategic deepening of the trade agreement. The meetings will be held on a rotating basis, in the capitals of each country.
