Constitution of Puertego

The National Assembly of Puertego (Spanish: Asamblea Nacional de Puertego) is the unicameral body that assumes legislative power in Puertego. The National Assembly is given the powers by the constitution to vote on and introduce new laws and acts for Puertego, appoint judges, make a declaration of war from the president official, approve the president to leave the country, overrule the presidents veto with a unanimous vote, and alter the constitution with a 4/5ths vote and the presidents approval. The constitution once gave the National Assembly the powers to declare war and approve budgets but due to two votes to alter the constitution in 2010 and 2012 respectively those powers were transferred to the president of Puertego. The constitution also protects the National Assembly from being dissolved in order to prevent a self-coup. The National Assembly meets at the National Assembly Building in San Lina.

Membership

Qualifications

Article 52 of the Puertegan constitution sets the requirements for someone to run for a member of the National Assembly: (1) they must be a natural born citizen of Puertego; (2) they must be at least 25 years old and have some prior experience working in a government job; (3) they must be a registered voter; and (4) they must be running under an established political party. Candidates running for president of Puertego can not also run for the National Assembly if the elections overlap however candidates for vice-president can.

Elections and terms

Members of the National Assembly serve for 10 year terms with a term limit of a single term. In the National Assembly each state in Puertego is assigned members based on its population. A Party-list proportional representation system is used with a closed list where the people vote for parties instead of individuals and seats are allocated to parties based on the number of votes they got and then parties give their members seats in a pre-decided manner.

Salary

Each member of the National Assembly receives an annual salary of $80,000 along with an additional $2,500 for various expenses during the time the National Assembly is in session and a further $10,000 personal alliance. Members of the National Assembly may also receive a one-time extra monthly salary before the beginning of their term.

Officers

President

The president of the National Assembly is the most important position in the National Assembly as well as serving as third in line to the presidency if both the president and vice-president are unable to fulfill the role. The president of the National Assembly is appointed directly by the president after an election for seats in the National Assembly from among any member of his choosing. The president then appoints the three vice-presidents of the National Assembly with the only requirements being that he has to choose members of the National Assembly and at least 1 of them has to have a different political party than the president. The other roles of the president other than appointing the vice-presidents are to guide and control debate in the National Assembly and to sign, communicate, and publishes bills and other decisions made by the National Assembly however he can delegate any of these tasks to one of the three vice-presidents.

Ministers

Each minister of a Puertegan ministry is automatically granted a seat in the National Assembly after an election under the largest party as well as serving on the advisory body of the National Assembly to assist in guiding policy in their specific fields.Additionally ministers serving on the National Assembly aren't bound by the rules on terms and term limits serving as long as they remain a minister.
