The PROSPER Program is a program between Puertego and Cartadania standing for Partnership for Reciprocal Opportunities, Stability, and Economic Resilience. The program was proposed by Puertegan president Matthias Torres in early 2019 and put into practice by both countries in mid 2020. The main goal of the program was to provide an easy route for Puertegans to work abroad without having to go through the trouble of emigrating out of the country in order for the Puertegan government to be able to generate more money from taxes on remittances. The program originally worked by training unkilled Puertegan workers for im-demand trade skills such as welding or electrician work and them sending them over to other member countries on temporary work visas however the program has also expanded to allow people to get the work visa with no trade training in order to work overseas in sectors such as agriculture and construction. It's estimated that Cartadania takes 220,000 first time or returning Puertegan workers each year through the program on work visas lasting 5 months with a waiting period of 30 days between reissues/renewals. The government of Puertego has as of 2025 allowed any country to sign onto the program so long as their application is approved by the Puertegan government.
